State Energy Program

Background:

The State Energy Program (SEP) is an ongoing, federally funded program operated by the Office of Energy and Planning. The overall goals for SEP are:

  • Increase energy efficiency to reduce energy costs and consumption for consumers, businesses and government
  • Reduce reliance on imported energy
  • Improve the reliability of electricity and fuel supply and the delivery of energy services
  • Reduce the impacts of energy production and use on the environment.

In recent years, New Hampshire’s SEP program has been funded at between $200,000 - $300,000 per year. The funding has been used to support the following programs:

  • Business Energy Efficiency Program (BEEP) offered by the NH Department of Resource and Economic Development
  • Alternative Fuels Ride Share program offered through the Clean Cities Program at the NH Department of Environmental Services
  • Building Energy Conservation Project supports the State Energy Manager to improve the energy efficiency operations of state facilities
  • Energy Assurance and Emergency Preparedness and Response Program
  • Energy planning support to the state legislature and Public Utilities Commission
  • Technical assistance to residents and businesses on renewable energy and energy efficiency
  • Participation in the Energy Facilities Site Evaluation Committee, the Nuclear Decommissioning Financing Commission, the Energy Planning Advisory Board, the Climate Change Task Force and similar efforts.

Under the American Recovery and Reinvestment Act (ARRA), New Hampshire was awarded a formula grant of $25,827,000 out of $3.1 billion nationwide. The NH Office of Energy and Planning is funding:

OEP anticipates contracting out a substantial portion of the SEP funds made available through ARRA to organizations that will implement the programs. Request for Proposals for these funds will be solicited as the programs are developed. Status:

The NH Office of Energy and Planning responded to Federal Opportunity Announcement DE-FOA-0000052 Adobe Acrobat Reader Symbol from the US Department of Energy (DOE). OEP submitted its initial application on March 23, 2009, and its final comprehensive application on May 12, 2009.

On June 25, 2009, DOE approved the application and released half of the total award to OEP. The remainder of the award will be granted as OEP demonstrates success in obligating funds and achieving stated milestones.

OEP is now in the process of completing Memoranda of Understanding and Requests for Proposals for several of the 16 SEP programs funded by ARRA. Please follow the links for additional information and progress reports on specific programs.
