PROGRAM MANAGEMENT/DATABASE APPLICATION

The State of New Hampshire, acting through the Office of Energy and Planning (OEP), is releasing this Request for Proposal (RFP) to procure a Commercial-Off-the-Shelf (COTS) software system and associated services for a comprehensive Program Management/Database application with or without an integrated energy audit tool for the Department of Energy’s Low-Income Weatherization Assistance Program (WAP). OEP has invested significant time and resources implementing the Targeted Retrofit Energy Analysis Tool TREAT and would consider an energy audit tool integrated with TREAT advantageous. The NH WAP consists of the OEP as administrator and five (5) sub-grantees with approximately twenty (20) auditors. It weatherizes about 450 homes per year.

Mr. Tom Oakley (Owner) of the Laconia Athletic and Swim Club (“LASC”) wishes to obtain team qualifications for a Design Build Project (AIA 141 -2004) for the facility at 827 North Main Street Laconia, NH (“Project”). See “Project Description” below and the Owner’s goals for the project (“Goals”).

Qualifications for a design build team of construction management, architect, and engineering firms (“Team”) for the energy upgrades and renovation of the building located at 827 North Main Street Laconia, NH. Team submittals, plainly marked “RFQ Design Build Services for the LASC Building” (“LASC”) on the outside of the envelope, shall be delivered to the offices of The Jordan Institute at 49 North Main Street Concord, NH 03301 (this is downtown Concord not Penacook). Proposals will be accepted until 2:00 p.m. on Wednesday, July 20, 2011.


The Project will include all work necessary to design mechanical systems, develop construction documents, complete construction administration, pre-construction, construction management services, and construction, of all energy improvements necessary to renovate the identified components in the LASC including without limitation: removal of materials and site work; signage, concrete, masonry, metals, and wood work; roofing, siding, glazing, store front glass assemblies, finishes, mechanical equipment; installation of mechanical, plumbing, electrical systems and electronic controls and ensuring that all work including energy efficient measures are installed correctly. Renovation will be done while the building is occupied with the least possible impact on LASC activities. In addition, the project work will include removal and proper disposal of existing roofing materials, construction debris, and mechanical systems.

A mandatory site visit is scheduled for Tuesday, July 12, at 10:30 a.m. at 827 North Main Street Laconia, NH. Any questions not answered at the site visit must be submitted in writing by e-mail no later than noon on July 15, 2011 to Curtis Felder at the Office of Energy and Planning Curtis.felder@nh.gov.

Qualified applicants will be provided with a full request for proposals for a detailed feasibility study of developable renewable energy and energy efficiency resources on state property that, if implemented, would allow the State to reduce fossil fuel use by approximately 10% of its current energy use. The analysis will also include a review of financial mechanisms that will allow the State to develop these resources with a minimum of capital investment.

OEP has secured approximately $200,000 in American Recovery and Reinvestment Act (ARRA) funding for this feasibility study, however the exact amount is subject to change. In issuing the RFP to qualified firms, OEP will provide detailed maps, extensive historical data on state buildings and their energy use and cost, detailed reference to state laws and regulations relating to energy efficiency and renewable energy, detailed information about compliance with federal and state funding requirements (including ARRA), and other information pertinent to
bidders.

I. Background and General Information

Community Action Programs Belknap-Merrimack Counties, Inc. (CAPBMCI) is requesting proposals to provide weatherization installer training for agency crew and contractors of the NH Weatherization Assistance Program. Dana Nute, Director of Housing Rehab and Energy Programs for CAPBMCI, and NH Office of Energy and Planning staff will review all proposals. For purposes of this procurement, knowledge of and expertise in delivering training in the following areas will be required: DOE Low-Income Weatherization regulations, residential energy conservation, home construction details (site built and mobile homes), house-as-a-system principles determination of cost-effective weatherization measures using standard energy audit diagnostics, assessment of health and safety issues, insulation and air sealing techniques, and performance verification.

The NH Office of Energy and Planning (OEP) is responsible for the overall administration of New Hampshire's Weatherization Program, which is funded by grants from the US Department of Energy (DOE) and the US Health and Human Services' Low Income Home Energy Assistance Program. CAPBMCI is one of six sub grantees of OEP for the Weatherization program. Weatherization services are provided by agency in-house crews or by sub-contractors in accordance with federal and state regulations and as prescribed in the NH Weatherization Administrative Manual and the NH Weatherization Field Standards. Continued training for weatherization agency crew and contractors is critical to improving the end product in a safe, efficient, and effective manner and to aid in increasing production without losing quality of workmanship. Crew and contractor training varies throughout the state, resulting in varying degrees of knowledge and skill sets state wide

The trainer will be responsible for training of weatherization crews and contractors on an as-needed basis, Training will be performed in a manner consistent with Best Practices and in accordance with the NH Standards and Administrative manual.

This position is being funded under the American Recovery and Reinvestment Act (ARRA) of 2009 (CFDA #81.042; award #DE-EE0000161) and additional Federal reporting and regulations apply.

LOW-INCOME WEATHERIZATION - REQUEST FOR APPLICATIONS: SOLAR INSTALLERS

The State of NH plans to install solar PV and hot water systems in qualifying low-income households throughout the state through March 31, 2012. The exact number of jobs has not been determined. Bid prices are to be honored until the program end date unless the contractor and CAP agencies successfully negotiate changes based upon prevailing market pricing conditions.

Subgrants will be available to New Hampshire municipalities for projects and programs that increase energy efficiency, reduce greenhouse gas emissions and advance the development of renewable energy systems.

The chosen Administrator (heretofore referred to as the "EECBG Subgrant Manager") will:

  • Develop and implement an application and selection process that is responsive to the principles and desired outcomes of the EECBG program;
  • Educate and inform municipalities throughout the state about the grant opportunity through a variety of media;
  • Distribute funds to selected municipalities;
  • Oversee the program’s progress and compliance with all associated requirements, and
  • Collect and report upon jobs created and retained, energy saved, emissions reduced, funds leveraged and other relevant information, as outlined in this RFP.
