EECBG RFP Information
The New Hampshire Office of Energy and Planning (OEP) is seeking an Administrator to assist in managing subgrants that will be issued as part of New Hampshire’s Energy Efficiency and Conservation Block Grant Program (EECBG). Subgrants will be available to New Hampshire municipalities for projects and programs that increase energy efficiency, reduce greenhouse gas emissions and advance the development of renewable energy systems. An evaluation team consisting of OEP and other qualified personnel will evaluate responses to this RFP. A scoring sheet is available for guidance to bidders. Building Code Compliance Program RFP Information
The New Hampshire Office of Energy and Planning (OEP) seeks proposals from qualified entities or individuals to administer a Building Code Compliance Program. The chosen administrator will create a road map to achieve at least 90% enforcement of the 2009 International Energy Conservation Code (IECC) by 2017. This program will include: determination of approximate baseline compliance; development or expansion, promotion, and running of training programs throughout the state and to various constituencies; developing policy options to remove barriers and improve adoption of energy conservation and efficiency in buildings; working with various collaborating agencies and stakeholders to begin adoption and implementation of such policies; and overseeing, collecting data, and reporting to OEP. This program is for education, outreach, data collection, collaboration, policy development, and reporting, but does not include any actual code enforcement. Funding for this program will not exceed $600,000.00. See the complete RFP.

About New Hampshire’s EECBG Technical Assistance Proposal
OEP is proposing to sponsor a $2 million statewide energy inventory and planning service. The technical assistance branch of EECBG will offer not only a sequentially structured inventorying and road-mapping service, but also an " à la carte" technical assistance component. While the former will serve to generate momentum in communities that may be in the early stages of their energy planning, the latter will allow for multiple entry points into the program and will provide technical assistance that is tailored to the specific needs of each community.
Through an RFP process, one or more consultants will be selected to facilitate the administration of this technical assistance program. NH Counties Win Their Appeals
The result of all 10 New Hampshire counties winning their appeals means, an additional $4.7 million in energy efficiency funding coming to New Hampshire’s municipalities. Initially, the U.S. Department of Energy (DOE) did not grant funding to New Hampshire counties. However, appeals and significant efforts at the local, state and federal levels resulted in the DOE granting all 10 counties direct funding. As such, this funding is not competitive and each county will receive a specified award. We commend the efforts of New Hampshire’s counties, stakeholders and lawmakers.
