Federal Low-Income Weatherization Program
(WXN)
$23,218,594 (in addition to $2,533,628 under standard formula) with OEP oversight
- Funds obligated beginning May 2009
- Funds to be spent over 3 years
- OEP to contract with 6 Community Action Agencies (who may subcontract with private companies for auditing and installation)
- Hiring and training underway for expanded energy auditor and work crew capacity
- Average investment per home is increased from $2,500 to $6,500
- Household eligibility increased from 150% of federal poverty guidelines to 200% of federal poverty guidelines
- Strict reporting, including Davis Bacon wage rates, required for weatherized homes, measures installed, jobs retained or created, and uses of ARRA funds

Energy Efficiency and Conservation
Block Grant Program (EECBG)
$9,593,500 competitive grant program available to NH municipalities and counties with OEP oversight. Additional $7,671,400 in formula-based grants to NH’s counties and 10 most populated municipalities, disbursed directly from US Department of Energy
The program seeks to:
- Reduce total energy use and fossil fuel emissions in municipalities
- Improve energy efficiency in buildings, transportation, and other areas as determined by municipalities
Proposed program overview:
- Municipal energy inventories, energy planning services, and education for all towns
- Competitive loans or grants available regionally to address most pressing energy needs
- Strict reporting required for all programs and projects: jobs retained or created, energy saved, emissions reduced, other milestones and metrics
- Funds to be spent over 3 years
- Davis Bacon wage rates apply
- Work in public buildings must comply with "Buy American" provisions for use of iron, steel, and manufactured goods

State Energy Program (SEP)
$25,827,000 distributed with OEP oversight to public, private, and non-profit entities for sixteen Energy Efficiency and Renewable Energy (EERE) Projects and Programs:
