Floodplain Map Changes

A Letter of Map Change (LOMC) is a letter that reflects an official revision to an effective Flood Insurance Rate Map (FIRM). FEMA issues LOMCs in place of the physical revision and republication of the effective FIRM. Below is a list of all of the LOMC application requests. Letter of Map Amendment (LOMA): An application to request a letter from FEMA stating that existing structure(s) or parcel(s) of land that has not been elevated by fill (on natural grade) that may have been inadvertently placed in a Special Flood Hazard Area and would not be inundated by the base flood. The MT-EZ Form can be used to request removal of a single, existing, residential structure and/or lot and the MT-1 Form can be used to request removal of single or multiple, existing structures and/or lots.

  • Online Letter of Map Change (LOMC) – Is the online tool that allows property owners or their designated representatives to submit MT-EZ and MT-1 applications (without fill) electronically. This new tool is a convenient way for applicants to upload all information and supporting documentation and check the status of their application online.   • Electronic Letter of Map Amendment (see eLOMA in the Tools for Professionals box on left side) - Online tool that can make immediate determinations for single residential structures and/or lots (provided no fill has been placed to raise the elevations of the structure or property) located only in Zone AE or A1-30 areas.

Letter of Map Revision Based on Fill - The MT-1 Form should be used to request removal of an existing structure or parcel of land that is inadvertently located within the regulatory floodway and/or an existing structure or parcel of land that has been elevated by fill (to raise it above the base flood elevation) from a Special Flood Hazard Area.

Conditional Letters of Map Amendment (CLOMAs), and Conditional Letters of Map Revision Based on Fill (CLOMR-Fs): The MT-1 Form is used to request FEMA’s comment on whether a proposed project would be excluded from the Special Flood Hazard Area. A conditional letter does not revise an effective NFIP map, but rather indicates whether a project, if built as proposed, would or would not be removed from the Special Flood Hazard Area by FEMA if an application for a Letter of Map Amendment is submitted after the project is completed.

Letter of Map Revision (LOMR) and Conditional Letter of Map Revision (CLOMR): The MT-2 Form is used to request a Letter of Map Revision (LOMR) or a Conditional Letter of Map Revision (CLOMR). Official revision to an effective FEMA map that may change features of that map (such as flood insurance risk zones, floodplain and/or floodway boundary delineations, planimetric features, and/or Base Flood Elevation).
