Surplus Land Review
CORD is also responsible for making recommendations on the disposal of state owned real property as outlined in Surplus Land Review Process. 
The Surplus Land Review Flow Chart identifies the different steps that are required for the state to dispose of surplus land.
Chapter 254 (SB 107), Laws of 2009, amended the existing surplus land statutes to limit the leasing of State owned land on the shores of public waters. CORD has developed a fact sheet detailing the new policies.

CORD Application Process
A Surplus Land Request must be accompanied by an application form and a cover letter addressed to Joanne Morin, OEP Director and CORD Chair. Please provide complete answers to all questions on the application form and clearly explain the request, either on the application or cover letter, include intended use and any particular information that makes the request unique or exemplary.
Surplus Land Review applicants should submit one digital copy, one hardcopy original, and three photocopies of the complete application to the Office of Energy and Planning, 4 Chenell Drive, 2nd Floor, Concord, NH 03301, or sent via e-mail to: dari.sassan@nh.gov.
CORD has developed a tracking sheet that state agencies may use when transmitting an application through the many steps in the request process including CORD, Long Range Capital Planning and Utilization Committee, and Governor and Council.
Note that Chapter 12 (HB 540) and Chapter 212 (SB 164), Laws of 2005, revised the surplus land process to eliminate CORD review of land that was originally acquired by the State using either highway funds or turnpike funds. Additionally, Chapter 307 (HB 1343), Laws of 2006, reduced CORD's decision-making authority to advisory only.
