Commission to Study Issues Relative to the Practice of Leasing State-Owned Real Estate on the Shores of Public Waters
The charge of the commission was to:
I. Review data calculating the total shorefront length of state-owned real estate on the shores of public waters, by town; the shorefront length of state-owned real estate available to be leased; the hydrological characteristics of the real estate available to be leased; and the income generated by and uses made of any such leases during the prior 5 years.
II. Review state agency policies that establish the prices at which state-owned real estate on the shores of public waters may be leased.
III. Assess the effects that leasing state-owned real estate on the shores of public waters has on water quality.
IV. Assess the effects that leasing state-owned real estate on the shores of public waters has on public drinking water supplies.
V. Assess the effects that leasing state-owned real estate on the shores of public waters has on public access.
VI. Review current leasing practices for state-owned real estate on the shores of public waters for consistency with statutes, including RSA 483, RSA 483-A, and RSA 483-B.
VII. Review statutes relating to leasing of state-owned property, including RSA 4:40, RSA 228:31, and RSA 228:57-a, and recommend amendments to the statutes as necessary.
