The Office of Energy and Planning (OEP) has developed five state model floodplain ordinances, which contain the requirements as detailed in Title 44 of the Code of Federal Regulations. The type of model a community adopts depends on the information contained on the community's floodplain map developed by the Federal Emergency Management Agency (FEMA). The following state model ordinances contain the minimum regulations that a community must adopt to join the National Flood Insurance Program (NFIP). Communities are encouraged to adopt more stringent floodplain regulations, which are detailed under Community Initiatives. Communities that wish to customize a model ordinance are strongly encouraged to coordinate with OEP prior to the adoption of their floodplain regulations to ensure the regulations comply with FEMA's NFIP requirements.
