Feasibility Study on Renewable Energy and Distributed Generation Potential at State Facilities
OEP is pleased to announce the completion of a detailed feasibility study on the potential for renewable energy deployment and energy efficiency improvements to state owned buildings and lands. After a desktop analysis of all state properties, based on information from the state's energy database, five sites were selected for in-depth study. Working closely with state employees from the agencies whose buildings were selected, Tighe and Bond, and their sub-contractors Borrego Solar, and Acadia Engineers and Constructors performed detailed site analyses to determine both the technical and economic feasibility of the projects. The results are contained in a 600-page report located on OEP's web site.
In brief, the study finds that a variety of energy efficiency measures at the Health and Human Services Building on Hazen Drive in Concord, and the Cannon Mountain Ski Resort can be cost-effectively undertaken by the State. Two other projects, installation of a community-scale wind tower at Odiorne Park in Rye, and a photovoltaic array on three buildings also on Hazen Drive in Concord, were found to be technically feasible, but not economically sound given the lack of financial incentives for renewable energy development in New Hampshire. The existence of such incentives in neighboring states draws significant investment. The final study investigated the potential for a co-generation plant (producing electricity and heat) using the methane that is a natural by-product of the operations at the wastewater treatment plan in Franklin. The Wastewater Treatment Plant is owned and operated by the Department of Environmental Services on behalf of several municipalities in the Lakes Region. The results of this study were mixed, showing a potential for cost-effective development of a project, but which would result in a need for the purchase of significantly more heating oil to offset the fuel that would be diverted for electricity production.

New Hampshire’s Energy, Environmental, and Economic Development Benchmark Report
New Hampshire’s Energy, Environmental, and Economic Development Benchmark Report has been released by the NH Energy and Climate Collaborative. The report provides a foundation upon which to track and grade future progress relative to strategies recommended in New Hampshire's Climate Action Plan This benchmark report evaluates baseline conditions over the period 2005-2009 and recent trends based on the broad, overarching goals recommended in the 2009 Climate Action Plan. The report shows that “real progress” has been made in the state, including a reduction in energy use and emissions of heat-trapping gases. The report also identifies key challenges that remain, most notably rising energy expenditures and continued dependence on energy sources from outside of the state. more...

2012 New Hampshire Livable Walkable Communities Toolkit
The updated 2012 New Hampshire Livable Walkable Communities toolkit has been prepared for use statewide as a resource for incorporating livable, walkable community principles into local, state and regional planning programs, policies and statutes.
The original Livable Walkable Communities Toolkit was created in 2004 as a resource for improving the livability and walkability of New Hampshire communities. An underlying goal is to increase rates of physical activity throughout the state. Through a process of community engagement and assessment of the built environment, the Livable Walkable Communities (LWC) Program brings together citizens and stakeholders to develop and act on specific strategies to improve the livability and walkability of New Hampshire's communities.
The updated toolkit identifies the key principles and recommendations for planners and municipalities, as well as coalitions and individuals. With this update the Livable Walkable Communities Advisory Coalition hopes the benefits of livable, walkable communities will be a priority for all new Hampshire Communities. 1/3/12 Involuntary Lot Merger
Municipalities face an important January 1, 2012, deadline under a law that took effect in 2011. HB 316 requires municipalities, upon request of the landowner, to restore to their pre-merger status lots that were previously merged involuntarily. An integral part of that process is the notification requirement under RSA 674:39-aa: municipalities must post notice by January 1, 2012, and must publish notice in the 2011 through 2015 annual reports.
