Position: Planner I

Description: Performs professional planning duties in support of the Planning & Community Development Department’s planning initiatives; supports community development activities such as neighborhood revitalization; reviews development plans for compliance with City regulations; gathers and analyzes land use data and prepares reports and recommendations as requested; responds to inquiries from developers, engineers and the general public; performs related duties.
Qualifications:

Graduation from an accredited college or university with a Master’s Degree in Urban Planning, Architecture, Landscape Architecture, Public Administration or related; and some experience related activities; or two years of additional work
experience in municipal planning operations plus a Bachelor’s degree may be substituted for the Master’s Degree. Candidate should possess excellent communication skills and knowledge of land use theory & urban design and the ability to read & interpret topographic/engineering/architectural plans; substantial knowledge of ArcGIS, AutoCAD, CorelDRAW as well as Microsoft and Excel is preferred.

Position: Town Planner (part-time, 25 hours per week)

Description:

JOB SUMMARY
Assists the Planning Board in the administration, compliance, review, and interpretation of adopted codes and ordinances. Assists and evaluates processes to citizens for both residential and commercial development. Ensures code compliance in all planning and environmental issues. Maintains high level of communication with the Town Manager.

SUPERVISION RECEIVED
Performs assigned functions independently under the general supervision of the Town Manager. Work is reviewed and evaluated based on observation of results, reports and recommendations of the Planning Board.

SUPERVISION EXERCISED
May supervise other clerical personnel assigned to the department.

EXAMPLES OF DUTIES
(Except as specifically noted, the following functions are considered essential to the position. The listed examples of essential duties may not include all duties associated with the position of Town Planner.)

  • Attends all Planning Board meetings. Provides professional administrative guidance.
  • Coordination of the Enfield Tax Increment Financing (TIF) District Committee and General Administration of the TIF District.
  • Renders technical assistance to the Board, citizens, applicants and industry professionals. Provides excellent customer service at all times, and presents a friendly & professional attitude on behalf of the town.
  • Maintains current knowledge of Town ordinances, as well as state laws and federal regulations relative to planning and the Enfield Zoning Ordinance.
  • Reviews subdivisions and site plans; assists in preparation of all planning documents; conducts on-site inspections for compliance. Maintains decisions and records. Adheres to the spirit and intent of the Master Plan, focusing the planning board to the vision of the Master Plan. Makes recommendations as to timely updating of the Master Plan, when required.
  • Remains up to date for all current and impending laws associated with planning.
  • Maintains the Town’s street numbering system.
  • Works with Town Manager and Administrative Assistant to produce annual updates for presentation to the Planning Board and Budget Committee.
  • Issues appropriate letters, orders and decisions relating to planning matters.
  • Investigates and follows up on formal complaints.
  • Performs other related duties as required.
Qualifications: KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
Thorough knowledge of local and state planning and zoning statutes and ordinances, Town by-laws and State regulations. Knowledge of engineering practices and architectural plans. Ability to explain and instruct the general public, employees, and Town officials in planning enforcement requirements. Ability to interpret maps and designs. Ability to communicate well both orally and in writing. Ability to establish and maintain effective working relationships with departmental employees, Town Officials, State Agencies, County officials, and the general public. Ability to write concise narrative reports and possess a high degree of organizational ability.

MINIMUM QUALIFICATIONS REQUIRED
Bachelor's degree in Planning or related field, plus three years experience with community growth management; OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities.

Position: Director of Planning and Zoning
Agency: Town of Hanover, NH
Description:

The Town of Hanover, NH seeks a full-time Director of Planning and Zoning. Reporting to the Town Manager, the Director of Planning and Zoning manages all Planning, Zoning and Code Enforcement activities for the community. The Director manages a department of six full-time and part-time employees, and also is designated to act as the Town Health Officer, assisted by two Deputy Health Officers. The Director regularly interacts with a team of 10 Town department heads in a highly collaborative work setting.

Qualifications: The position requires a minimum of a baccalaureate degree and a minimum of seven years of related experience; an advanced degree is preferred. Qualified applicants must have extensive experience in land use planning, zoning administration, code review and enforcement and community development in a municipal setting. Position: Research Internship
Agency: Southern New Hampshire Planning Commission
Description:

The Southern New Hampshire Planning Commission (SNHPC) is offering a research internship for a graduate student. The intern will work with the SNHPC staff on numerous planning projects.

Qualifications:

Applicant must be a continuing graduate or undergraduate student available to work at least 37.5 hours per week for at least six months, possibly longer. He/she shall have a good understanding and keen interest in planning and community development. Programs used are Microsoft, Word, Excel, PowerPoint, and ArcGIS 10. Excellent interpersonal and writing skills and high initiative also required. The applicant must provide their own transportation to and from the Planning Commission office in Manchester, NH.

Salary: Salary is negotiable depending upon qualifications.

Position: Planning Director
Agency: Town of Rindge
Description:

The Town of Rindge, NH is seeking a highly qualified and motivated individual for the position of Planning Director. The Director performs highly responsible administrative and technical support functions for the Planning Board. Responsibilities include first level review and consultation function with applicants concerning subdivision and site development plans. Overseeing the daily operation of the office; reviewing and processing applications for subdivisions, site plans and permits; preparing for, scheduling, and attending Planning Board meetings; providing information and assistance to the public regarding planning and development issues; and providing administrative support for the Board. The Director is also responsible for the maintenance / update of the town’s local land use regulations, frequent communications with the public, and special projects such as the update of the Town’s Master Plan.

Qualifications: Candidates for this position should have a Bachelor’s Degree in Community Planning, or related field, such as engineering, environmental science, landscape architecture, or public administration, and have five to seven years of municipal planning experience; or an equivalent combination of education and experience. The candidate is expected to have experience in a similar setting, and in local governance, knowledge of and sensitivity to rural environment and smart growth principles. The candidate must also have knowledge of local and state laws, regulations, and ordinances regulating land use, an ability to recognize Town wide priorities and work cooperatively to support their accomplishment. Knowledge of the concepts and principals of economic development is highly desired. The candidate is expected to have a demonstrated proficiency with ArcView/ArcMap.
Salary: Annual salary range is $45,000 to $49,000. The Town of Rindge offers excellent benefits including, Health, Dental, NH Retirement System, vacation, sick and personal time.
