Following the issuance of an RFP, the Office of Energy & Planning, in consultation with a team that included other state agencies and members of the legislature, selected Raab Associates, Ltd. as the prime consultant for the project. The team will assist OEP with research as well as with public outreach.
The report required in SB99 is due by December 31, 2013. The advisory group for the project, the "Coordinating Committee," will meet four times during the project. Meeting information is posted below in the "Documents" section. Public meetings will be held in early December to seek input from citizens around the state.
In order to provide a baseline for seeking public input on the NH siting process, the project team prepared an overview of the current process and a review of how several other states address energy siting issues. The resulting documents from that research are posted below in the "Workshop Documents" section.
After concluding the research portion of the project, the team conducted focus groups, in order to bring together organizations with common interests or experience to provide their candid feedback on the SEC process and decision making criteria, and to discuss their ideas for what could be changed. The final, and most important, part of the project will take place in early December, when the team takes the research, analysis, and stakeholder input out to the public via Citizen Workshops. Using a highly interactive approach, members of the public will be able to respond to potential changes to the NH siting process and provide their ideas. These workshops will be held around the state on December 3, 4, 5, 9 and 10.
