Senate Bill 99 (2013) required the Office of Energy & Planning to "contract with an outside vendor for a study of the site evaluation committee and its processes" and "engage all interested members of the public." This page details the outcomes of that project.
This project was completed at the end of December, 2013, and the follow-on Pre-Rulemaking Stakeholder Process that OEP conducted was completed in June 2014. For next steps, please refer to the SEC's website.
In order to provide a baseline for seeking public input on the NH siting process, the project team prepared an overview of the current process and a review of how several other states address energy siting issues. The resulting documents from that research are posted below in the "Research Documents" section.
After concluding the research portion of the project, the team conducted focus groups, in order to bring together organizations with common interests or experience to provide their candid feedback on the SEC process and decision making criteria, and to discuss their ideas for what could be changed. The final piece of the project took place in early December, when the team took the research, analysis, and stakeholder input out to the public via Citizen Workshops. Using a highly interactive approach, members of the public were able to respond to potential changes to the NH siting process and provide their ideas. These workshops were held around the state on December 3, 4, 5, 9 and 10. For those who were unable to participate in a Workshop or wished to provide more general public input on the siting process, OEP also hosted three Listening Sessions around the state on December 2, 11, & 17.
The summary report on stakeholder and citizen feedback was delivered on December 31, 2013.
Following the issuance of an RFP, the Office of Energy & Planning, in consultation with a team that included other state agencies and members of the legislature, selected Raab Associates, Ltd. as the prime consultant for the project. The team assisted OEP with research as well as with public outreach.
The team also consulted with an advisory group, the "Coordinating Committee," which met four times during the project. Meeting notes are posted below.
