The public survey conducted by the Office of Facts and Figures in 1942 revealed people misunderstood this poster. Some understood the stylized helmet of a German soldier to represent the Liberty Bell, while other factory workers mistakenly believed "he" to be the "boss." To control the form of war messages, the government created the U.S. Office of War Information in June 1942 to review and approve the design and distribution of government war posters.
