Article Express Website

Article Express, the ILL/document delivery service of the State Library, now has a presence on the Web. In addition to the instructions on how to use this service, a list of the periodicals that the service supports is available. The list includes all periodicals (with date ranges) that are available in the full text periodical databases to which the State Library subscribes, plus the Library's current print periodical subscriptions.

The list is provided by Serial Solutions, which updates the list every two months to reflect any changes in the list of periodicals that these databases support, as well as any changes in the databases to which the Library subscribes (e.g., at the end of June, we will no longer be subscribing to Proquest).

A form has been provided for libraries to use to request copies of articles. To view the instructions and periodical list, go to: webster.state.nh.us/nhsl/aexpress/index.html. Libraries can also access this web page under Resources for NH Librarians on the State Library's homepage and on the Reference and Information Services Section's web page.

Card Production Catching Up
The State Library's Network Services Section is currently processing card requests that arrived mid-February and has resumed processing requests for holdings to be added to the NHU-PAC without any cards or MARC records produced at the end of April. They hope to be back to a shorter turnaround time on card requests shortly. Please send in any requests for holdings that you may have been holding onto and they will process them in the order that they are received. Thank you for your patience during the staff shortage. Census - Microfilm Resources For 1930

The 1930 Population Census was released April 1, 2002, in accordance with the 72 year privacy restrictions on census records. The State Library has purchased the 10 rolls of microfilm covering New Hampshire and they are now available for public use. There is no surname index for this census, but there are strategies available for locating individuals.

The National Archives and Records Administration (NARA) website at http://1930census.archives.gov/ offers an online searchable database called "Census Microfilm Locator," which can be searched by state, county, township, institution, or other place name; the information obtained from this search (an ED or Enumeration District number), coupled with city directory information, can be used to pinpoint individuals.

Children's Book Review - MARC Records Available
Beginning this year, MARC records for Children's Book Review titles are available in the NHU-PAC. Titles are listed with the holding code CBRV and include the category designation and the date. To display all the Children's Book Review titles, use the NHU-PAC's Advanced Search feature (E), using the search string 'find cn cbrv'. Database Selected - EBSCO Publishing

The State Library is pleased to announce that we have reached an agreement with Ebsco Publishing to provide an outstanding collection of databases to libraries throughout the state. This agreement provides access, including remote access for patrons and students, to all public libraries and public schools in New Hampshire. In addition, the agreement also covers private high schools, health science libraries, and not-for-profit libraries that are registered with NHAIS.

The database collection includes: MasterFile Premier, Business Search Elite, Health Source: Consumer Edition, Newspaper Source, MAS Ultra - School Edition, Middle Search Plus, Primary Search/Searchasaurus, TopicSearch, Professional Development Collection, ERIC, and Novelist. We believe there is something for all library types in this collection. It is a great mix of periodical databases, reader's advisories, business resources, and consumer health materials that provides information for all schools as well as all age groups in a local public library.

723 libraries throughout the state have received their implementation packets to provide them with access to these databases. The contract continues until June 30, 2004. Your current ProQuest access remains active until June 30, 2002. DC Trip - New Hampshire Librarians' Day

The State Library, in cooperation with the office of Congressman Charles F. Bass, is pleased to present another opportunity for New Hampshire librarians. A visit to Washington, DC, and Congressman Bass' office is scheduled for THURSDAY, SEPTEMBER 19.

Those who have traveled to Washington in the past with the State Library will remember the wonderful time we had visiting the Library of Congress, touring the Capitol Building, and having lunch with Congressman Bass. Plans for this year are similar, but we've tried to include some FREE time to explore other attractions, such as the Smithsonian.

We will once again use Southwest Airlines. Ticket price is $109.00 (price of tickets is based on 40 participants, as of June 10 we had 39 - please note, we need AT LEAST 40, more than 40 is fine - talk to your friends!!!). Flight Schedule is - Flight 749 leaves Manchester Airport 6:40am, arrives BWI 8am. Return flight leaves BWI at 7:55pm, arrives Manchester Airport 9:10pm.

Depository Library Program - New Contact Person

The responsibility for the Federal Depository Library Program has been transferred from the State Library's Electronic and Government Information Resources Section to the Reference and Information Services Section. David Sturges will be the person in charge of the program, working with the Technical Services Section, which processes the U.S. Government publications.

The Federal Depository Library Program disseminates, at no charge, publications issued by the federal government to designated depository libraries throughout the country. There are ten federal depository libraries in New Hampshire: Dartmouth, Franklin Pierce Law Center, Manchester City Library, Nashua Public Library, Southern New Hampshire University, NH Law Library, New England College, St. Anselm College, UNH, and the State Library.

Disabled Patrons - Services Available From State Library

The State Library's Library Services to Persons with Disabilities Section, often called "Talking Books" due to its cumbersome name, exists to help serve your physically challenged population. Their unabridged cassette books (and special cassette players) are available on loan to more than just the blind. People with a variety of physical disabilities may be eligible. If a patron has difficulty reading regular print materials, then they are a potential patron. This may include people who have temporary disabilities due to operations, etc. Also, don't forget that certain types of learning disabilities are eligible. People with learning disabilities caused by an "organic dysfunction" and certified by a medical doctor are eligible.

What's great is that their books are delivered to the patron's door by the U.S. mail. The service is entirely free and convenient - ideal for the housebound. They have marketing materials if you would like to help publicize the service. This includes small and large posters and brochures. Email - Lilac Shutting Down

The Lilac email system is supported as a part of the Galaxy system. A new NHU-PAC system is on the horizon and Network Services at the State Library is starting to prepare for shutting down the Galaxy system. Libraries that received an email message from Mary Russell are (or recently were) subscribed to the NHAIS-L listserv at a Lilac address.

The Lilac server is expected to be shut down in the near future, possibly as soon as July 2002. Libraries that do not have another email account will be left without email when the server is shut down.

If your Lilac mail account is your only email, you need to make arrangements to set up a new email account for your library right away. Directories of Internet service providers (ISPs) are available at these websites: http://thelist.internet.com/ and http://herbison.com/herbison/iap_meta_list.html. You can also find a list of ISPs in the New Hampshire Business Directory (from American Business Directories - www.directoriesUSA.com).

When you have arranged new email, please notify Network Services by replying to Mary's email message or contacting her at 1-800-499-1232 x3, 603-271-2866, or mmartin@library.state.nh.us. This information applies to you if your library uses a Lilac address (ends in @lilac.nhsl.lib.nh.us).


E-Rate - Form 470 Available For Filing
The FCC Form 470 for E-Rate Funding Year 2003 (07/01/2003-06/30/2004) is now available for filing. Applicants can file online or can file manually by downloading and printing the Form 470 and Instructions from the SLD Forms section of the SLD website (www.sl.universalservice.org/). SLD understands that some applicants have long procurement cycles or contracts that are expiring soon, so they are making this form available for applicants who must post Form 470 now as part of their competitive bidding process for services to be received in Funding Year 2003. The Form 470 has been changed slightly from the version dated September 1999. The data fields requesting information have not changed however, so they will continue to accept both versions of the form. The Form 470 Instructions have been significantly updated to provide useful information on completing the Form 470. Note that the updated form includes an information box at the bottom of the certification page (Block 5, page 5) cautioning applicants that service provider involvement with preparation or certification of a Form 470 can taint the competitive bidding process and result in the denial of funding requests. The box also provides a URL to the section of their Service Provider Manual that describes the proper assistance service providers may provide in the Form 470 process. Funding commitments are being sent out for the year beginning July 1--a record for them in notifying libraries about their award! Grant Alerts - Children's Collections
August 1 is the deadline for applications for two grants: one by the Children's Literacy Foundation (CLiF) and the other, Books for Children, by the Libri Foundation. Both grants award small public libraries new books for their children's collection. Since 1998, 44 NH libraries have received CliF grants. The HIRE AN EXPERT! grant allows libraries to contract with an expert/professional to work with their staff or community to enhance their ability to provide and/or plan library services. The purposes of this grant are to: promote the sharing of resources; establish enduring professional and institutional linkages; and to develop and enhance professional expertise. Through HIRE AN EXPERT! libraries may contract with a New Hampshire expert(s) to work with their staff and community. A $500 - $2,500 grant opportunity for whatever kind of help is needed in the library.

Category IV: Assistive Technology

The ASSISTIVE TECHNOLOGY grants allow libraries to acquire assistive technology to ensure that libraries can provide service for blind, low-vision, and learning disabled patrons. The State Library has selected a customized package of software that provides for speech technology and screen magnification. Libraries awarded ASSISTIVE TECHNOLOGY grants will receive software, installation, and training necessary to make this technology available to their patrons. Libraries are limited to choosing this package of assistive technology.

ILL Maintenance Module - Tips For Connecting

Recent changes to the system have made getting to the NHAIS ILL maintenance module (#2 on the NHAIS main menu) much more reliable, although some users still find themselves immediately bounced back to the NHAIS main menu after choosing #2. If that happens, please use the Internet to go to the following location: <telnet://199.192.9.4>. This should take you straight to the server that hosts ILL functions.

You'll see "Welcome to OpenVMS AXP (TM) Operating System, Version V6.2" and be prompted to enter your username and password. The menu that appears after your login may look a little different from the one you're used to but you'll find all NHAIS functions are available at this site, and you should have much greater success connecting to the ILL module. If your password doesn't work or you have other trouble connecting to the address above, please contact Network Services, and they'll help you get connected.

For some users it's been many weeks since they've been able to change the status of ILL items on the system. This means longer-than-usual lists of loaned or borrowed items for some libraries, although in some cases the materials have actually made it back to their original homes.

Once an item's status has been changed to Shipped, the borrowing library must change the status to Received and then Returned before the lending library can Receive the item to clear it off the system. Your attention to updating the status of old items will be appreciated by the ILL users of New Hampshire.

Are you still having trouble getting into the NHAIS ILL module? Here's what to do: call Network Services at 1-800-499-1232 x3 or 603-271-2141. Scores of libraries have done so, and most were connected within a minute or two.


ILL Search Strings - Summer Closings
Several school libraries are closing for the summer and you might want to rearrange your ILL search string if you have one of those closed libraries near the top of your list. The search string determines the order in which your requests are sent to owning libraries; sending a request to a closed library can delay fulfillment. To see your search string while in the ILL module, choose H for Library Profile Maintenance, then A to Modify Library Profile, and L for Library Search. Use N(ext) and P(revious) to move from page to page in your search string. To move a library up or down your search string, choose M(ove) and follow the prompts. You may also remove a library by choosing D(elete) and following prompts. Please contact the State Library's Network Services Section at 1-800-499-1232 x3 or 603-271-2141 if you have any questions.

ILL - The Three Rs

Remember the 3 R's of ILL--reserve, receive, return. Each of these steps should be done when you are borrowing materials from another library. Problems arise when people forget to note on the NHAIS system that items have been received or returned. This leaves items hanging around in the Display Status of Loaned Materials screen of lending libraries, requiring them either to live with it by paging through several screens of outdated material or to get rid of it by calling you up and asking you to follow through on your request as noted below.

When the material you requested arrives, go to the NHAIS ILL menu and type the following: E, , the number of the item received , Y. When it's time to return materials, from the ILL menu, you should type: F, , the number of the item being returned , Y.

Kids, Books And The Arts Grants
Thirty-six New Hampshire public libraries have received Kids, Books and the Arts grants totaling nearly $9,000. These grants are for programming by artists who have been selected to perform in conjunction with the Summer Reading Program developed by CHILIS. This year, 54 libraries applied for the grant, with requests totaling more than $15,500. The Kids, Books and the Arts program is supported in part by a grant from the New Hampshire State Council on the Arts and the New Hampshire State Library and donations from the Byrne Foundation, CHILIS, the Cogswell Benevolent Trust, and the Lavoie Foundation.

Mail Procedures For Network Services
Please remember that all materials sent to the State Library's Network Services Section, whether by mail or by van service, must have a return address (or at least a library name) on them. If the sender of the item cannot be identified from the outside of the envelope, the item will be discarded unopened. As this is a safety issue for Network Services employees who process incoming mail, no exceptions will be made to this policy. Please take a moment to put your return address on your envelopes so that they will reach their intended recipients.

MARC Records - Naming Convention
When submitting files of MARC records to the State Library's Network Services Section, whether via floppy disk, e-mail attachment, or FTP, please observe the following naming convention for your files: 4-character HSA code followed by 2-digit month code and 2-digit date code with a .dat extension. Thus, a file of MARC records produced on March 4th by the State Library (HSA code: NHSS) would be named NHSS0304.DAT. Network Services receives scores of files every week and your cooperation with this naming convention makes it a lot easier for them to keep track of them and ensure they are properly processed. NHU-PAC - How To Add Your Own Holdings

You can directly add your library's holdings to NHU-PAC records through the Holdings Maintenance feature of the NHAIS ILL module.

At the ILL main menu, choose G for Holdings Maintenance.

Type in as much as you like of the title you seek, then choose a number from the list that appears.

If the record you chose does not match your material, hit the Enter key and choose another number from the list.

When you've located the correct record, type S to select it, then A to add your holding.

If you don't want to add call number information (not required in our system), hit the Enter key, then S to save.

The NHU-PAC record will now have an 852 tag with your library's HSA code and name.

Hit Enter a couple more times to return to the ILL main menu, where you may choose G to look for another title.

Call numbers can be entered after choosing A for add; choose P for prestamp, C for classification, M for main entry (cutter), PO for poststamp.

Do not enter anything under Date; Year or Volume information may be entered for serials or if you hold some but not all of a multi-volume set.

NHU-PAC - EPIXTECH Contract Approved By Governor and Council

The contract with Epixtech to provide a new system to replace the NHAIS Galaxy system was approved by the Governor and Executive Council on May 15, and we are now able to move forward with the new NHU-PAC.

Registered NHAIS members will receive additional information as soon as it is available. Registration for NHAIS membership was closed effective May 15 and will reopen after implementation of the new system.


Reference and Information Services - Email Addresses
In addition to contacting the State Library's Reference and Information Services Section via telephone, van, and/or the US mail, libraries can also contact the section via email. Email is checked at least four times a day. For Circulation and Interlibrary Loan, use nhslill@library.state.nh.us. For reference questions, use nhslref@library.state.nh.us.

Reference Sources - New at the State Library

The State Library has purchased access to H.W. Wilson's Readers' Guide to Periodical Literature Retrospective, which presently covers from 1963-1982. Later this year the database will be expanded to cover 1890-1982. The State Library has also purchased the Art Index Retrospective, covering 1929 through 1984.

The databases are accessed via the Internet. Access to these databases is limited to PCs at the State Library. However, reference librarians will do a search for a library of either database and send the resulting citations to a library via e-mail. The citations do not contain an abstract or full text.

If a library receives a question about the past (e.g an event, a person, an artist, etc.), please consider contacting the State Library reference desk via 1-800-499-1232 x1 or nhslill@library.state.nh.us and requesting a search of either of these databases. After you receive the citations, you can check the periodical list on Article Express (webster.state.nh.us/nhsl/aexpress/index.html) to determine if the State Library can provide a copy of a cited article.


Resource Guides Updated

The website for the Library Development Services Section at the State Library (www.state.nh.us/nhsl/ldss/index.html) has been updated to include a list of New Hampshire public library cooperatives and a resource guide on the confidentiality of library records.

A few new links have also been added to the resource guide on youth services. There is a new category in Programming called Music; there you will find links to sites that offer lyrics and music to children's songs. Under Storytimes, links have been added to the following sites: Babies' Lap Time; Bay News-Storytime Ideas; Childfun.com; Folkmanis Puppets; Games Kids Play; and Nuttin' But Kids. You will also find a new link in the Children's and YA Literature Sites and Booklists category of Collection Development called Teen Cyber Center-Books Books Books! Finally, the web page includes two new literacy links-Family Literacy Foundation and NH Reads.

Session Laws Available at State Library
The bound volumes of the 2001 New Hampshire session laws have arrived at the State Library. They will be distributed to state agencies, public libraries, and town clerks who requested them, as well as to gift and exchange program libraries. Copies are also available for sale. Any requests to purchase the session laws should be directed to Aline Zappia, 1-800-499-1232 X7, 603-271-2316, or azappia@library.state.nh.us.

State Publications - Disposition Schedule
There are a number of state publications that were or are being sent free to every public library in New Hampshire. As the amount of space available for them decreases, questions on disposition are more and more frequent. A list of these publications and what can be done with them can be found at www.state.nh.us/nhsl/disposition.html. This does not apply to any library that is designated a depository library.

Teleconference Videos Available for Loan

The videotape of the very popular teleconference program from January on search engines is now available for ILL. "Bringing Order to the Chaos: Using Search Engines Efficiently" is the full title, and this is the easiest way to search for it in the NHU-PAC. There is a copy in each of the State Library's library science collections, Concord and North Country Office.

Due to the number of requests we have had for this tape, there are also two additional (temporary) copies at NCO. They will be circulated "first come, first served." As always, request the tape (and accompanying packet of information) by regular ILL request on the NHU-PAC. You may also make requests of the NCO by e-mail (tladd@library.state.nh.us) or by telephone, 1-800-462-1726 or 603-788-0914, as they are having as much trouble getting in to check ILL requests as many of you are!

The video of the program "Customer Service," featuring Debra Wilcox Johnson (the November 2001 teleconference program) is also now available for ILL. All of the College of DuPage series teleconferences that the State Library purchases for the NH library community are recorded and added to the library science collections of the State Library. You may use them individually, for in-house training, or for a small group (e.g. a co-op meeting) as long as admission is not charged and the program is not rebroadcast (those rights were not purchased). All of the programs are cataloged and are listed in the NHU-PAC.

Van Service Evaluation Delayed
The State Library's Reference and Information Services Section is behind on their evaluation of the van service, which was to be completed last fall, with changes to go into effect in January 2002. They apologize to those libraries that have asked to be considered to be added as a van stop or asked for an additional day. The target is now to complete the evaluation and make any necessary changes by the fall of 2002.

Youth Services - New Titles at State Library

For those serving children and young adults, the State Library has added some new books to its professional collection that may be of interest. Please remember that if you would like to borrow any of them, you can request materials through interlibrary loan and they will be sent on the van or by U.S.P.S.
