New Hampshire Police Standards and Training Council

The New Hampshire Police Standards and Training Council is responsible for providing basic mandatory training for all full-time and part-time police officers. They must attend the basic school within six months of hire. State Troopers, Sheriffs and Deputy Sheriffs, Conservation Officers, Liquor Investigator, Gaming Investigators, Corrections Officers, Probation and Parole Officers, University Police Officers, and Marine Patrol Officers, as well as municipal Police Officers all attend the same school and must meet the same requirements.
Individuals must already be appointed to a law enforcement agency to attend the Academy; outside students are not accepted. The local police department pays the student's salary while he or she attends. For full-time officers, a 12-week residency is required. The school is run according to paramilitary discipline, with reveille at 5:30 am and "lights out" at 9:30 pm.
PSTC also conducts academies for part-time law enforcement officers, who must complete a 200-hour curriculum. These are usually commuter (non-residential) schools, and contain none of the paramilitary elements or exercise regimen of the full-time school. These academies are held at various locations throughout the state.
State Corrections Department employees are required to attend an eight-week Corrections Academy held at the Police Training Facility in Concord, including both physical and classroom training, within six months of hire. State Probation or Parole Officers employed by the New Hampshire Department of Corrections are required to attend 208 hours of basic training and become certified within six months of hire. The Council approves a four-week curriculum for County Corrections Officers, who are trained by the New Hampshire Association of Counties.
The Council also holds periodic in-service training seminars and schools for full-time and part-time officers, regionally and in Concord. These are voluntary and at no cost to the student, but he or she must be an active police officer in order to attend.

Academy Pre-Entry Requirements
- Must be at least 18 years of age
- High school diploma or GED
- No serious criminal or motor vehicle record
- Good credit history
- Pass a background investigation and a fingerprint check
- Pass a psychological evaluation and a medical exam by a licensed health professional
- Pass a physical fitness test consisting of a 1.5 mile run, bench press, sit-ups, and push-ups at the 35th percentile for applicant's age and sex
- Meet minimum visual acuity and hearing standards
Academy Graduation Requirements
- Full-Time Officers
- Attend a 12-week residency at the Academy
- On exit from the Academy, pass a physical fitness test consisting of a 1.5 mile run, bench press, sit-ups, and push-ups at the 50th percentile for the student's age and sex.
- Pass all academic requirements, physical fitness, and defensive tactics requirements
- Pass a driving test
- Firearms qualification
- Medical examination and psychological evaluation
- Part-Time Officers
- Must complete a 200-hour part-time curriculum
- Must pass a background investigation, medical exam, and psychological evaluation
- Achieve a satisfactory grade in each academic module of the program
- Corrections Officers
- Must complete an eight-week curriculum
- Applicants must pass a physical fitness test, background investigation, medical exam and psychological evaluation before entering
Continuing Education
- Officers issued or allowed to carry firearms must qualify annually on the range or a Council approved course under the supervision of a Council-certified instructor with each firearm he or she is permitted to carry
- Firearms training must include a minimum of four hours of classroom or computer assisted training in the legal and moral aspects of the use of force
- Attend at least eight hours of ongoing training in other subjects, exclusive of firearms training, first aid and CPR certificate renewal, and defense tactics refreshers
- Officers hired after January 1, 2001, are required to pass physical fitness tests and medical examinations every three years during their active service
Fees
- All associated costs are paid by either the employer or the State; for corrections officers, costs are paid by the Department of Corrections and the State
Reciprocity
- Anyone currently serving as a certified, Academy-trained, full-time police officer in another state may be eligible to have some subjects waived and attend only about 100 hours of commuter "New Hampshire Law Package" training and pass tests on these modules
- All pre-hiring background investigations, medical and psychological exams, and physical fitness tests are still required
- Any classes not part of the other state's Academy will be required, as will first aid and CPR certificate renewal
- If analysis of out-of-state training results in the applicant having to take 30 percent or more of the New Hampshire Academy hours, the entire Academy training will be have to be taken
- Training through federal law enforcement or military service is not accepted for reciprocity
- The Corrections Academy is not reciprocal, all applicants must attend the entire eight-week course here in New Hampshire
Residence/Citizenship: New Hampshire residency is not required; US citizenship is required
Number of Active Licenses: 2,500 certified full-time officers, 1,650 certified part-time officers, and about 900 Corrections employees
