Scammon was three times elected to the State House of Representatives (1903, 1905, 1913), serving each time on the Judiciary Committee. He was elected President of the State Senate in 1907. In 1915 Scammon served on the Executive Council with Governor Rolland Spaulding (1915 - 1917). In 1925 Scammon was appointed Associate Justice of State Superior Court; he retired from this position in 1936.
