These FY11 Grant Guidelines are valid for fiscal year July 1, 2010 - June 30, 2011

The AIE Leadership Project Grant assists schools and educators in designing and implementing projects in which artists serve as professional development resources for teachers. The goal is to strengthen and build arts education curricula. Activities may include professional development, collaborative curriculum development and/or creation of local arts assessment tools and  strategies that meet the State and National Standards for Arts Education.

These grants may support projects that provide new options for schools to meet the state's standards for learning, assessment, and local school improvement strategies for teaching the arts. AIE Leadership grants encourage  schools to work in partnership with artists and arts organizations to:

  • Develop new sequential arts curriculum and/or revision of an existing curriculum;
  • Create professional development initiatives for educators, administrators, parents and community members in the arts;
  • Develop competency based and performance assessment tools and strategies for the arts;
  • Develop strategies and quality programs for authentic integrated arts learning.

Maximum Grant Request
Requests may be made for $1,000 - $4,500.

Important Note: All grant categories and amounts are subject to change, depending upon availability of state and federal funds for any fiscal year.

Required Match
At a minimum, grants must be matched on a one-to-one basis. NEW! FOR FY2011 only:  In-kind contributions may comprise one half of the required match and will also be considered by the reviewers as evidence of support and commitment by the community and/or partner organization.  State Arts Council funds may not be matched by other State Arts Council or National Endowment for the Arts funds.

Who May Apply?
New Hampshire public schools, grades K-12; school districts; Arts Education Organizations and Professional Associations, or nonprofit arts organizations with 501(c)(3) tax-exempt status from the IRS and not-for-profit incorporation in the State of New Hampshire, whose primary mission is to produce, present, or serve the arts through education whose:

  • programs are accessible to people with disabilities; and who
  • have submitted all required reports on previous State Arts Council grants;
  • are in good standing with the State Arts Council and the NH Attorney General’s Office.

Note: Priority will be given to schools and school districts that are making the arts an integral part of their students' comprehensive education and are encouraging greater teacher participation in the development of specific instructional strategies.

Restrictions
This grant does not support:

  • More than one proposal per applicant during the fiscal year grant period (July 1- June 30).

Sample Projects

  • Quality professional development for teachers in specialized and integrated arts experiences.
  • Artists' team-teaching and collaboratively piloting a new arts curriculum with educators.
  • Teachers practicing new instructional and assessment skills with a master level artist educator observing and advising them.
  • Master level teaching artists invited as keynote speakers and presenters at conferences.
  • Partnership between an arts organization and a school or school district that improves the school's arts education programs.

Application Review Process
A panel with expertise in the field meets to review and rate applications according to the funding criteria listed. A State Arts Councilor facilitates the meeting. Funding recommendations are then passed along to the State Arts Council for review and approval. If a grant of $5,000 or more is recommended, or the applicant's cumulative total of grants received from the State Arts Council for that fiscal year (July 1 - June 30) is $5,000 or more, the grant recommendation must also be submitted to the Governor and Executive Council for approval.

Funding Criteria
The following criteria are used by reviewers to rate applications:

  • Extent to which the project furthers the development of arts literacy, arts education assessment and competency tools/strategies, and acceptance of the sequential study of the arts as a part of basic education in New Hampshire public schools.
  • Involvement of school administrators, curriculum coordinators, teachers, artists, parents and arts organizations in planning and implementing the project.
  • Evidence of planning and partnerships with master level teaching artists.
  • Potential district, regional or state-wide significance (publics served, potential to replicate project).
  • Demonstrated artistic excellence of artist-educators involved in the project.
  • Clarity and feasibility of project design.
  • Detailed, complete and realistic project budget.
  • Plans for promotion to participants and the community.
  • Plans for dissemination of model projects to other New Hampshire schools and communities.
  • Evidence of evaluation and plans for sustaining future support of the project.

How to Apply
Before Submission: Applicants are strongly encouraged to attend one of the Council’s grant information sessions and to discuss their proposals with the appropriate grant coordinator noted above before writing their applications. Applicants should also review the legal and reporting requirements relevant to State Arts Council grants.

Draft applications may be reviewed if submitted at least two weeks in advance of the application deadline. First time applicants are especially encouraged to submit draft copies.

When sending in a draft, please clearly indicate DRAFT FOR REVIEW in BOLD letters on your submission.

Narrative Questions
The total narrative portion of the application should not exceed 3 typed pages. Margins (not less than 1”), fonts (not smaller than 12 point), and spacing should provide easy reading for the panelists. Please respond to the following questions in the order in which they appear.

1. List/summarize your site's goals for this project. Include a timeline and steps or methods you used to identify these goals. (Include members of your local schools or community arts committee here)

2. Describe the plans for utilizing the identified artist(s) to meet stated goal (s). Discuss the artist's role and specific responsibilities for meeting the project goals and his/her appropriateness for this project.

3. Discuss the role of the teachers and other educators, curriculum coordinators, involved in response to the artist's activities. What will educators learn and produce (individually/collectively) as a result of this project?

4. How will this project be useful for the classroom teachers when the artist is not present? What do you anticipate will be the lasting effects of this experience on the school/district's local needs in the arts? Will there be opportunities to share the results with other educators, parents, teaching artists and the community?

5. Describe the plan for evaluation, documentation and sharing of curriculum products that will be generated from this project. (Sites applying for a second consecutive year of NHSCA funding must submit documentation from year one of the project.)

Required Support Materials

One copy of

  • Work samples for artists who are not already juried by the State Arts Council (e.g., CDs, DVDs, audio or videotape(s), slides, manuscript pages).
  • First-time non-profit applicants only: Tax exempt status letter from the IRS and a copy of the Letter of Good Standing that was received upon registering with the Attorney General's office.
  • A completed New Hampshire Nonprofit Checklist: http://www.nhcf.org/document.doc?id=91. This checklist conveniently lists all the legal requirements for NH Nonprofit Organizations.

NOTE: Registration of IRS 501(c)(3) nonprofits is required every five years, for the years ending in 0 or 5. This registration may be done on-line at www.sos.nh.gov.

How to Prepare the Application Package
1. Fill out and sign the original application & budget form and make 5 copies.
2. Complete and make 5 copies of the narrative questions.
3. Collate the original signed copy of the application for and copies to result in 6 sets. Each set should contain the following items arranged in the order in which they are listed:

1) the signed application form (the original application should be with the first set)
2) narrative questions
3) biography or resume of artist if not on the NH AIE Artist Roster
4) partnership forms
5) timeline

4. Include work samples of artists if not on NH Arts in Education Artist Roster See Preparation of Work Samples for instructions on preparing work samples/support materials.
5. First-time non-profit organization applicants only (municipalities and schools are exempt from this requirement):

A) Include one copy of IRS letter certifying 501(c)(3) status.
B) Include one copy of the Letter of Good Standing that was received upon registering with the NH State Attorney General’s office.

6. Include the New Hampshire Non-Profit Checklist (non-profit organizations)
7. Include a self-addressed stamped envelope for any materials that need to be returned.
8. Please do not use binders, folders, protector sheets for the 6 separate sets of materials. Staples or clips are acceptable. Separate large envelopes may be used to contain the collated materials. It is helpful if you use post-it notes or label the application cover sheets to indicate original set, 1, 2, 3, etc.
9. Make 1 copy of everything for your files!
10. Put everything together in one package, putting the set with the application form with original signature on top. Mail or hand-deliver to: NH State Council on the Arts, 19 Pillsbury Street, 1st Floor, Concord, NH 03301.

Why all these copies?
The original is for the State Arts Council files. Additional copies are for the panelists  who will review your application prior to discussion at the panel meeting.

Deadline
Applications must be postmarked or hand delivered to the NH State Council on the Arts office at 19 Pillsbury Street, 1st Floor, Concord, NH 03301 by 4:15 p.m. on the deadline date noted above. Office hours are Monday - Friday, 8:15 a.m. - 4:15 p.m. The office is closed all state and most federal holidays. Late applications will not be accepted. The Council cannot accept applications transmitted by facsimile (FAX) or email. It is not responsible for applications lost in transit. Errors and omissions may affect a panel's evaluation of your application, so please prepare your application carefully and follow instructions.

Notification
Applicants will be notified of their application's status within approximately ten weeks of the application deadline.

Payment
The State Arts Council disburses funds appropriated from public sources, both federal and state. Checks are issued by Administrative Services of the State of NH, not the Department of Cultural Resources or the State Arts Council. Upon receipt of properly executed grant forms, the State of New Hampshire generally pays grants under $5,000 to grantees within 4 to 6 weeks. If a grantee is awarded $5,000 or more or has received other State Arts Council funds which brings the cumulative total received for that fiscal year (July 1 – June 30) to $5,000 or above, grants also need to be approved by Governor and Executive Council; consequently, payment can take up to ten weeks. All awards are subject to availability of state and federal funds. Therefore, we ask grantees to plan cash flow accordingly.

IMPORTANT:

  • All grant agreements must be returned by January 15th of the fiscal year (July 1 to June 30) they are awarded. Failure to return the grant agreement by that date could result in cancellation of the grant and reallocation of funds.
  • Payment of a grant will be withheld if final reports for previous grants are not in compliance with policy below.

Grant Period & Reporting Requirements
The grant period is July 1, 2010 - June 30, 2011. A final report is due 30 days after the completion of your project, but no later than July 31, 2010. An extension of up to three months may be requested. Requests for extension must be submitted in writing, before the deadline for submission has passed to the grant coordinator responsible for administering the grant and should briefly note why the extension is necessary and the date the report will be submitted.

Failure to submit the final report by the required date will result in the organization becoming ineligible to apply for NHSCA funding for two years. Additionally, failure to submit the final report may result in a withholding of funds from any currently awarded NHSCA grant.
