BOARD MEETING MINUTES - December 21, 2001

 

Present:
Paul Finn, Judith Coleman, Ron Dieter, Mike Mortimer, Mary Ellen Nicholls, George Samuels

Not Present:
Ed Moquin

George Samuels called the meeting to order at 9:10 AM.

Minutes of the November 16, 2001 meeting were read Motion was made by Paul Finn and seconded by Mary Ellen Nicholls to approve the minutes as read.

Motion passed.

I. Correspondence

1. William Brehm, Ph.D. - Board will send him an application for alternative provider when they are printed up.

2. John Brown, Ph.D. - right to know request for copies of complaints denied

II. Disciplinary Matters

1. Alan Schroepfer, D.Min. - Board signed a Settlement Agreement with Dr. Schroepfer revoking his pastoral psychotherapist license.

III. Rules

1. Motion was made by Paul Finn and seconded by Judith Coleman to adopt Rules Proposal 2001-3 without Mhp 103.05.

Motion passed

2. Motion was made by Judith Coleman and seconded by Paul Finn to adopt Rules Proposal 2001-04 without Mhp 201.04, Mhp 205.02(d), Mhp 206.11 (a)(1), Mhp 206.15 (e) and Mhp 212.01 (b)(3).

Motion passed

3. Motion was made by Judith Coleman and seconded by Paul Finn to adopt Rules Proposal 2001-05. Motion passed

4. Motion was made by Paul Finn and seconded by Judith Coleman to deny the Petition for Rulemaking on the bill of rights issue but will address the issue in the next rulemaking session.

Motion passed.

Upon the motion of Paul Finn and the second of Ron Dieter, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications and investigations of alleged misconduct of licensees, in accordance with RSA 91-A:3, II(c), RSA 91-A:3, II (e), RSA 91-A:5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of Paul Finn and the second of Judith Coleman, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A:3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

1. Approved social workers: Matthew Aversa, Cynthia Babonis, Heather Queen, Lori Santana, Lisa Siegel

2. Approved mental health counselors: Patricia Stewart, Karen Edler

3. Approved psychologists: Shirley Kirby

4. Approved marriage & family therapist - Lucy Putnam

5. Approved pastoral psychotherapists - no applicants

II. Disciplinary Matters

1. Settlement Agreement issued on Alan Schroepfer, D.Min.

Meeting adjourned at 1:00 PM.
