Minutes of the November 21, 2003 meeting were read Motion was made by Ron Dieter and seconded by Mary Ellen Nicholls to approve the minutes as read.

I. Correspondence
A. Celene Barnes- motion was made by Karen Jennings and seconded by Mary Ellen Nicholls to suggest Dr. Barnes submit a waiver to the 12 month post-doc rule when she submits her application for licensure.
Motion passed
B. Robert Hlasny - motion was made by Karen Jennings and seconded by Ron Dieter that the Board review his letter regarding concerns about hazing at PSU and write to him suggesting that the most appropriate venue for him to pursue would be at the legislative level.
Motion passed
C. Pamela Patrick - the Board read Ms. Patrick's letter acknowledging Capella University now has a CACREP program. Motion was made by Mary Ellen Nicholls and seconded by Karen Jennings to send Ms. Patrick a letter suggesting she compare this program with the Board's rules for mental health counselor licensure.
Motion passed.
D. John Brown - Motion was made by Karen Jennings and seconded by Ron Dieter to have Ms. Lynch send Dr. Brown a draft of the December 19, 2003 minutes and a copy of the revised final objections to Mhp 502.02.
Motion passed.
E. The letter to St. Anselm's College regarding Paul Finn was read and acknowledged.
F. Superior Court No 03-E-0080 (J Brown Ph.D v. NH Board of MHP) - Interrogatories received by Board.
II. Advisory Committee
A. Motion was made by Karen Jennings and seconded by Ron Dieter to send a letter to NHPA requesting names for advisory committee members.
Motion passed.
III. MHP 502.02
A. Motion was made by Mary Ellen Nicholls and seconded by Larry Hansen to make revised final objection responses to Mhp 502.02 (a) and (a)(7).
Motion passed.
Upon the motion of Mary Ellen Nicholls and the second of Ronald Dieter, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of Mary Ellen Nicholls and the second of Ronald Dieter, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
