Minutes of the October 17, 2003 meeting were read Motion was made by Ron Dieter and seconded by Mary Ellen Nicholls to approve the minutes with amendment. After VII where the Board thanked Dr. Finn, the following was added: Ms. Lynch will send a letter to St. Anselm's College Dean acknowledging the many accomplishments Dr. Finn has made to the Board.

I. Correspondence
A. Mo Shyne - motion was made by Mary Ellen Nicholls and seconded by Ron Dieter to accept Ms. Shyne's request for a leave of absence as a volunteer investigator.

B. Michael Kandle, Psy.D. - motion was made by Karen Jennings and seconded by Ron Dieter that Dr. Jennings will contact Dr. Kandle who will invite him to a meeting.
Motion passed
C. Gail Mears - Motion was made by Mary Ellen Nicholls and seconded by Larry Hansen to approve Gail Mears, Barbara Dupont and Adele Bradley to be on the advisory committee for mental health counselors.
Motion passed.
D. Janet Levenson - Motion was made by Karen Jennings and seconded by Ron Dieter to advise Dr. Levenson that determining if marital mediation is within the scope of the practice of psychology is not within the purview of the Board and she should consult APA.
Motion passed.
II. Presentation
A. Jenny DiBartolomeo and Bob Miller met with the Board to discuss forensic counselor licensing.
III. Pastoral Psychotherapist Written Exam
A. Motion was made by Ron Dieter and seconded by Mary Ellen Nicholls to acknowledge that the Board will utilize the professional examination established by the North Carolina State Board of Examiners of fee-based Practicing Pastoral Counselors as the required exam for licensure. The Board of Mental Health Practice will comply with the agreement rights for use from NCBFBPPC.
Motion passed.
Upon the motion of Mary Ellen Nicholls and the second of Ronald Dieter, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of Mary Ellen Nicholls and the second of Ronald Dieter, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
