BOARD MEETING MINUTES - November 17, 2006

 

Present:
Sheila Renaud-Finnegan, Joni Haley, Jet Goldberg, David Braiterman, Thomas Boulter and Julie Introcaso

Not Present:
Karen Jennings and Ron Dieter

Joni Haley called meeting to order at 9:10 AM

Draft minutes of the October 20, 2006 meeting were reviewed. Motion was made by Tom Boulter and seconded by Jet Goldberg to accept the minutes as read.

I. Correspondence

A. Susan Goodwin - question regarding registering as an alternative provider. The Board reviewed a draft response responding to her questions on alternative providers and coaching. Motion was made by David Braiterman and seconded by Tom Boulter to approve the draft as amended and send to Ms. Goodwin.

Motion passed

B. Brian Sanders - Mr. Sanders wrote to the Board with questions about distance career counseling and career development. Motion was made by David Braiterman and seconded by Tom Boulter to inform Mr. Sanders of the laws and rules governing the practice of mental health counseling in New Hampshire.

Motion passed.

C. Robert Desmarais - Robert Desmarais Brenda Desmarais were present at the meeting to summarize correspondence that he had sent to the Board regarding the Settlement Agreement process regarding Brenda Desmarais.

II. Rules Discussion

A. Mary Ellen Nicholls spoke to the Board regarding the rule writing process. She presented concerns brought forth to her by a group of licensees. The Board told Ms. Nicholls that the Board will share a working draft with the advisory committees when the working draft is complete. The Board also told Ms. Nicholls that anyone can mail rule-writing suggestions to the Board office.

III. Investigators

A. The Board reviewed resumes of Ann Conway and Nancy McClane, two candidates for board investigators. Interviews will be scheduled.

Upon the motion of Jet Goldberg and seconded by Thomas Boulter, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing application, investigations of alleged misconduct of licensees, in accordance with RSA 91-A:3, II (c), RSA 91-A:3, II (e), RSA 91-A:5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of Jet Goldberg and the second of Thomas Boulter, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant to RSA 91-A:3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a Board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

I. Applications Approved for Licensure

1. Approved mental health counselors: Christine Dias, Coleen Wentworth and Ellen Angione-Paponikaou

2. Approved clinical social workers: Wendy Spalinger, Jeffrey Troutman, Dorothy Nold, and Dianne Philion

3. Approved psychologists: approved after orals only

4. Approved marriage & family therapists - no applicants this month

5. Approved pastoral psychotherapists - no applicants this month

III. Voluntary Surrender

A. Patricia Chadwick, MSW - A Voluntary Surrender agreement was approved by the Board.

Elections will take place in December
