BOARD MEETING MINUTES - November 15, 2002

 

Present:
Judith Coleman, Mary Ellen Nicholls, Paul Finn, Ron Dieter, Mike Mortimer present via conference call

Not Present:--

Ron Dieter called the meeting to order at 9:10 AM

Minutes of the October 18, 2002 meeting were read Motion was made by Judith Coleman and seconded by Mary Ellen Nicholls to approve the minutes as read.

Motion passed.

II. Discussion

1. Town Meeting - Board will wait for further information regarding this meeting to be scheduled by NHPA.

2. Mhp 100-500 - board rules do not prevent candidates for licensure from purchasing supervision.

3. HIPAA - Paul Finn attended the ASPPB conference and HIPAA was discussed.

Dr. Finn asked that a copy of the HIPAA Primer be distributed to the board members.

III. Board Correspondence

1. The Board will send a letter to the president of the five professional associations and NAMI outlining the process of how to get an item on the public agenda of the Board meeting.

Upon the motion of Paul Finn and the second of Mary Ellen Nicholls, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A:3,II(c), RSA 91-A:3,II(e), RSA 91-A:5,IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of Paul Finn and the second of Mary Ellen Nicholls, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant to RSA 91-A:3,III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

3. Approved psychologists: no applicants for licensure

4. Approved marriage & family therapist - Allison Doyle, Diane Vaccarello, Frances Pressey

5. Approved pastoral psychotherapists - no applicants for licensure

II. Candidate for Licensure: Supervisory Agreements Approved

1. Mental Health Counselors: Lisa Houle, Kelly Parson, Pamela Merry, Avis Bennett, Shawne Diaz, Helen Phoenix

2. Social Workers: Kevin Keefe, Margaret Mayer, Stephanie Mulherin, Kathleen Wood, Susan Borgman, Jill Ferraro, Amy Pepin, Kim Bartz

3. Marriage and Family Therpists: no applicants

4. Psychologists: Suzanne Kuchel

III. Disciplinary Matters

1. The Board approved a Settlement Agreement suspending the license of Catherine Rentis, licensed clinical mental health counselor, for one year effective November 15, 2002.
