Julie Introcaso, Board Chair, called the meeting to order at 9:00 AM
Draft minutes of the September 21, 2007 meeting were reviewed. Motion was made by David Braiterman and seconded by Tom Boulter to approve the minutes as read.

A. James Schraa– The Board reviewed a letter from Dr. Schraa, licensed psychologist in Colorado, requesting authorization from the Board to evaluate a patient in NH. Motion was made by Sheila Renaud-Finnegan and seconded by David Sundell to deny his request as he is not licensed in NH to practice mental health. The Board will inform Dr. Schraa of the current law. Motion passed.
B. Stephen Balch, National Association of Scholars – The Board reviewed a letter from Stephen Balch regarding the National Association of Scholars’ view on CSWE’s accreditation standards. Motion was made by Julie Introcaso and seconded by David Braiterman to thank Mr. Balch for his letter. Motion passed.
II. Rules – the Board continues to work on rewriting the rules.
III. HB 543 update – David Braiterman reported on the study committee meeting held September 26, 2007.
A public hearing was held on the application of Cara Vecchio, Ph.D.
Upon the motion of David Sundell and seconded by David Braiterman, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing application, investigations of alleged misconduct of licensees, in accordance with RSA 91-A:3, II (c), RSA 91-A:3, II (e), RSA 91-A:5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board’s executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of David Sundell and the second of David Braiterman, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant to RSA 91-A:3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a Board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

B. Art Sweed, MSW – The Board issued a Notice of Hearing on the matter of Art Sweed, MSW, applicant for licensure, Docket No. 07-005. A hearing is scheduled for Friday, November 16, 2007 at 10 am.
