Minutes of the July 18, 2003 meeting were read Motion was made by Paul Finn and seconded by Judith Coleman to approve the minutes as read.

I. Correspondence
A. John Brown - request for various public and non-public information. Board reviewed the letter sent by Ms. Lynch in response to his requests and will keep it on file.
B. Mary Willmuth - Board reviewed Dr. Willmuth's letter acknowledging Paul Finn being selected as a fellow to ASPPB. To become a fellow in ASPPB one must have contributed outstanding and unusual service to the Assocation in the field of professional licensing and/or certification. Paul has made many contributions to the regulation of psychology including serving as the psychologist member of a multi-professional Board for six years, serving as chair, hearings officer and board investigator. He worked diligently on revising the rules and has helped NH become a member of the ASPPB reciprocity agreement. Paul has attended all ASPPB meetings since 1998 and has made many contributions to the field of psychology. He shows outstanding dedication to his students at St. Anselm's College.
II. Nominations
A. Motion was made by Paul Finn and seconded by Judith Coleman to nominate the following people to the Marriage and Family Advisory Committee: Stephanie Williston, Joni Haley and David Covey.
Motion passed.
III. Proposed Rules - Preliminary Objection
A. Motion was made by Paul Finn and seconded by Larry Hansen to draft changes to Mhp 502.03 in response to the Preliminary Objection and vote on the draft next month.
Motion passed.
IV. Advisory Committee Role
A. Motion was made by Paul Finn and seconded by Mary Ellen Nicholls that the discussion of the role of advisory committees be held in October. For now the duties include introductions, review of RSA 330-A and work on revision of application checklist for reviewers.
Upon the motion of Paul Finn and the second of Judith Coleman, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of Paul Finn and the second of Judith Coleman, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
