Judith Coleman, Board chair, called the meeting to order at 9:05 AM
Minutes of the July 16, 2004 meeting were read. Motion was made by Mary Ellen Nicholls and seconded by Karen Jennings to accept the minutes as read.

I. Correspondence
A. Rickey Silverman - The Board will respond to Dr. Silverman after consultation with legal counsel.
B. David Lynde - The Board accepted Mr. Lynde's letter of resignation from the social work advisory committee
C. David Covey - The Board accepted the e-mail from Mr. Covey, stating that he has moved out of state, as his resignation from the marriage and family advisory committee.
D. Samuel Schaperow - Mr. Schaperow's request to apply to AAMFT through New Hampshire to sit for the marriage and family exam in September arrived after the deadline. The Board will respond to his request informing him of this.
II. Elections
A. Chairperson - Motion was made by Mary Ellen Nicholls and seconded by Judith Coleman to elect Ronald Dieter as Chair of the Board.
Motion passed
B. Secretary - Motion was made by Mary Ellen Nicholls and seconded by Judith Coleman to elect Michael Mortimer as Secretary of the Board.
Motion passed.
III. Pastoral Counselor Examination
RSA 330-A:17 I gives the Board the authority to determine the test to be used for licensed pastoral psychotherapists. Mhp 302.11 (a)(1) requires the Board use the national pastoral counselor examination conducted by the National Pastoral Counselor Exam board, which is now defunct. Motion was made by Ron Dieter and seconded by Mary Ellen Nicholls to waive Mhp 302.11 (a)(1) and to utilize the exam the New Hampshire Pastoral Counselor Association developed using the North Carolina examination as a model.
Motion passed.
IV. Joint Custody Memo
A. This matter will be discussed at the advisory committee level at this point in time.
V. Meeting with Advisory Committees
A. Discussion on the following took place: RSA 330-A:4, assistance on "joint custody" memo on website, general information on how the audit process works, assistance in rulemaking, revision of application packets, master email list.
B. A joint meeting with the advisory committees and the Board is scheduled for January 14, 2005 from 12 to 3.
Upon the motion of Ron Dieter and the second of Karen Jennings, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of Mary Ellen Nicholls and the second of Ron Dieter, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

1. Motion was made by Ron Dieter and seconded by Karen Jennings to submit the Board responses to the observations to the auditors. The responses remain non-public at this time.
