The meeting was called to order at 9:15 AM by Mark Watts, D.Min
Minutes of the June 18, 1999 meeting were read Motion was made by Paul Finn and seconded by Edward Moquin to accept the minutes as amended.

D. John Brown - Board read letter of 7/1/99 and acknowledged copy of Dr. Ness's Settlement Agreement has been sent.
E. Kathleen Biron-Brooks - Board will respond to her question re: Psychological Assistant

II. Rule Writing
A. Provisional Licensure - rules are in the process of being written for this.
Board recommends anyone interested in provisional licensure begin to update their credits and take the national clinical mental health counselor exam.
Upon the motion of Paul Finn and the second of Mary Ellen Nicholls, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing Applications and investigations of alleged certificate holder misconduct, in accordance with RSA 91-A:3, II(c), RSA 91-A:3, II (e), RSA 91-A:5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of Ed Moquin and the second of Paul Finn, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications and responses to motions until they are served, from public disclosure pursuant t RSA 91-A:3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
