BOARD MEETING MINUTES - July 15, 2005

 

Present:
Ron Dieter, Sheila Renaud-Finnegan, Karen Jennings, Joni Haley, Jet Goldberg and Julie Introcaso, Mike Mortimer

Not Present:---

Ron Dieter, Board Chair, called the meeting to order at 9:05 AM

Minutes of the May 20, 2005 meeting were read. Motion was made by Sheila Renaud-Finnegan and seconded by Joni Haley to accept the minutes as read.

I. Correspondence

Erika Krull - Motion was made by Mike Mortimer and seconded by Julie Introcaso to inform Ms. Krull that the Board's rules and regulations have no provisions for on line counseling. All persons doing mental health service in NH must have a license and conform to the statute.

Motion passed.

Heidi Guinan - Motion was made by Mike Mortimer and seconded by Joni Haley to send Ms. Guinan's letter, inquiring as to which rules of confidentiality a licensed mental health counselor must follow while employed at the prison, to the Attorney General's office for legal counsel.

Motion passed

II. Summary Results of Board Survey

34 out of 50 responses were received. The average time for an investigation is 8 months. The Board of Mental Health Practice's average time is 8-10 months.

III. Notice of Hearing

John Dawson, LICSW - An adjudicatory proceeding is scheduled for August 26, 2005, 1:00 PM in Room 206 of the Legislative Office Building, 33 No State Street, Concord, NH 03301.

Upon the motion of Karen Jennings and the second of Julie Introcaso, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of Joni Haley and the second of Sheila Renaud-Finnegan, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

5. Approved pastoral psychotherapists - no applicants this month
