Minutes of the May 9, 2003 meeting were read Motion was made by Paul Finn and seconded by Larry Hansen to approve the minutes as read.

A. Elizabeth Lachappelle- CEU request
1. Letter discussed
2. Motion was made by Paul Finn and seconded by Judith Coleman to allow Dr. Lachappelle to count CEU's taken 6/28/03 towards the 2003-2005 requirement.

B. Thomas Gamble - CEU requests
1. Letter discussed.
2. Motion made by Paul Finn and seconded by Judith Coleman to allow Mr. Gamble to count 56 hours of home study towards his CEU requirement for 2001-2003.

C. Edie Gault - request for clarification of RSA 330-A:34 (d)

2. Motion was made by Paul Finn and seconded by Mike Mortimer that the board send a response to Ms. Gault stating that from the information submitted it appears Mr. Wilcox falls into the exemption listed in RSA 330-A (d).

2. Motion made by Judith Coleman and seconded by Paul Finn to respond to Dr. Brown's requests citing all information gathered in an investigation is confidential as stated in RSA 330-A:28.

G. Richard Phillips - re: application hearing

2. Motion was made by Paul Finn and seconded by Judith Coleman to accept Mr. Phillips letter stating that he no longer wishes a hearing on his application.

III. Advisory Committees
Pastoral Psychotherapists
1. List of advisory committee names submitted for the pastoral psychotherapist committee: Leanne Tigert, Bayard Herndon, William Manseau and John Mokkosian
2. Motion made by Judith Coleman and seconded by Paul Finn to accept the names.
3. Motion passed.
Social Workers
1. Motion made by Judith Coleman and seconded by Paul Finn to accept a revised list of nominations for the social worker advisory committee: David Lynde, Anne McCausland, Sheila Renaud-Finnegan and Gary Eager.
2. Motion passed.
Motion was made by Judith Coleman and seconded by Mary Ellen Nicholls to discuss this agreement with legal counsel and NHPA. Motion passed.
III. Proposed Rules
A. A draft of the final proposed rules will be voted on by the Board at the July 18, 2003 meeting.
IV. Professional Conduct Investigators
A. Beginning July 1, 2003, contingent on the Board's budget, professional conduct investigators will be receiving $100 per month as allowed by RSA 330-A:28 II. The Board investigator will not be compensated.
V. Board Travel
A. Motion was made by Mike Mortimer and seconded by Larry Hansen to expend out-of-state travel funds to send Judith Coleman to the American Mental Health Counselor Association national meeting and Paul Finn to the national ASPPB meeting.
Motion passed.
Upon the motion of Paul Finn and the second of Judith Coleman, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of Paul Finn and the second of Judith Coleman, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

3. Motion was made by Paul Finn and seconded by Mike Mortimer to write a letter stating that Dr. Goddard has met all of the requirements of his April 23, 2001 Settlement Agreement
IV. Oral Exam for Psychologists
1. Motion was made by Paul Finn and seconded by Judith Coleman to allow the psychologists scheduled for the 7/25/03 oral exam to submit their responses in writing.
