Ron Dieter called the meeting to order at 9:05 AM
Minutes of the April 18, 2003 meeting were read Motion was made by Paul Finn and seconded by Mary Ellen Nicholls to approve the minutes with the change to the adjournment time. The meeting was adjourned at 4:30 after the two application hearings were held.

I. Correspondence
A. Mary Willmuth - response to Board's request for expert witnesses

2. Motion was made by Paul Finn and seconded by Judith Coleman to thank Dr. Willmuth and keep her letter on file.
B. Jill Bardsley - list of advisory committee names from NASW
1. Letter discussed.
Motion made by Paul Finn and seconded by Mary Ellen Nicholls to approve all of the names submitted: Gary Eager, David Lynde, Martha Ortmann, Anne McCausland and Sheila Renaud-Finnegan
C. Edie Gault - request for clarification of RSA 330-A:34 (d)
1. Letter discussed
2. Response sent to Ms. Gault explaining that the Board needs to review agreement more thoroughly and will look at it again in June.

II. Forensic Counselors
A. Dr. Jennie Bartholomeo and Robert Miller had requested an opportunity to speak with the Board. The purpose of their presentation was to present the Board with information on certification of forensic counselors. Motion was made by Judith Coleman and seconded by Paul Finn to receive further information on this matter and discuss it in the future.
Motion passed.
III. Public Hearing on Proposed Rules
A. Hearing was held from 2 PM - 4 PM. Board will accept written testimony up until May 23, 2003.
Upon the motion of Paul Finn and the second of Judith Coleman, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of Paul Finn and the second of Judith Coleman, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
