Minutes of the March 19, 1999 meeting were read Motion was made by George Samuels and seconded by Edward Moquin to accept the minutes as read.

I. Correspondence
A. Louise Sheldon - Ms. Lynch will respond to her question regarding making an anonymous complaint.
B. John Brown - Note was taken that correspondence dated 3/27/99 to board, 3/27/99 to Ms. Lynch and 4/16/99 to board was received. Board will respond to Dr. Brown regarding correction of group that met 1/21/94.
C. Janice Quintal - Ms. Lynch will respond that disciplinary actions are always public. They cannot be expunged.
II. Docket Matters
A. Leslie Horner-Wright - Docket No. 98-005 - Hearing scheduled for today, 4/23/99 at 1:00 PM.

III. Discussion
A. Psy 302.12 (e) The board interprets that "..or certified/licensed in the state where the supervised work experience occurred.." includes any person licensed as a mental health practitioner with the NH Board of Mental Health Practice.
Upon the motion of Mary Ellen Nicholls and the second of Ed Moquin, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing Applications and investigations of alleged certificate holder misconduct, in accordance with RSA 91-A:3, II(c), RSA 91-A:3, II (e), RSA 91-A:5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
Upon the motion of Paul Finn and the second of Ed Moquin, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications and notices of hearing from public disclosure pursuant t RSA 91-A:3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.
