BOARD MEETING MINUTES - April 18, 2008

 
Present:   Sheila Renaud-Finnegan, Gail Mears, Thomas Boulter, Karen Jennings, David Sundell, Julie Introcaso and David Braiterman 

Not present:  Joan Staigers Haley

Thomas Boulter called the meeting to order at 8:30 AM

Draft minutes of the March 21, 2008 meeting were reviewed.  Motion was made by Sheila Renaud-Finnegan and seconded by David Sundell to approve the minutes as read.

I.  Correspondence

A.  Lori Rich, RN – Ms Rich, Medicaid Consultant, informed the Board that approximately 75% of cases she audited had little to no documentation of services that have been billed to Medicaid.    Motion was made by Tom Boulter and seconded by Sheila Renaud-Finnegan to ask Ms. Rich’s approval to print this information on the Board’s website.  Motion passed unanimously.

B.  Motion for Rehearing/Reconsideration in the matter of Laurence Kelly, Ed.D. -  this matter was discussed in the Board’s non-public session.  The Board’s decision will be made public when it is issued.

C.  Karen Wayment, Psy.D. – Dr. Wayment wrote to the Board with questions as to who may or may not use the term “psychological evaluation.”  Motion was made by Tom Boulter and seconded by Julie Introcaso to inform Dr. Wayment that at this time the term “psychological evaluation” is not a protected term in the Board’s rules or statutes and that is up to the clinician to represent their services in the most accurate way.  The Board recognizes that this raises scope of practice issues and other ethical issues and will be doing further research with other states.

II.  Computer Based Testing for the NCMHCE

A.  The Board reviewed information from the National Board for Certified Counselors to begin administering the NCMHCE via computer.  The exam would be available for one full week every month of the year and the applicants would be informed if they passed the test before they leave the test site.  Motion was made by Gail Mears and seconded by Karen Jennings to approve changing the exam from paper and pencil to computer.  Motion passed unanimously.

III.  Essay Exam Question changes

A. The Board discussed minor changes are made to essay exam questions 3 and 6.  Motion was made by Gail Mears and seconded by Julie Introcaso to request all applicants put their names on every page of their essay responses and staple them together (question 3) and in essay number 6 the Board will ask the applicants to be sure to discuss how long records must be kept according to the Board’s administrative rules.  Motion passed unanimously.

Upon the motion of Julie Introcaso and seconded by David Braiterman, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing application, investigations of alleged misconduct of licensees, in accordance with RSA 91-A:3, II (c), RSA 91-A:3, II (e), RSA 91-A:5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board’s executive and deliberative privileges.  Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of Julie Introcaso and the second of David Braiterman, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant to RSA 91-A:3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a Board member and to render the proposed action ineffective.  Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

E.  Approved pastoral psychotherapists – no applicants this month

II.  APPROVED CANDIDATE FOR LICENSURE: SUPERVISORY AGREEMENTS

A.  Mental Health Counselors:  James O’Hearn, Jill Plumer

B.  Social Workers:  Kristin Rickert, Kayla Page,  Amy Duclos, Brittany Hamilton

C   Marriage & Family Therapists:  no agreements this month

D.  Psychologists:  Laura Kroodsma

E.  Pastoral Psychotherapists – no agreements this month

III.  DOCKETED MATTERS

A.  Kit P. DeVries, LICSW – Docket No. 07-2004 – A public hearing was held on this matter.  Board decision will be posted when it is issued.

Meeting was adjourned at 3:30 PM
