BOARD MEETING MINUTES -February 20, 2009

 

Present:   Sheila Renaud-Finnegan, Gail Mears,  David Sundell,  Joan Staigers Haley,  Kay Sternenberg and Karen Jennings (arrived at 10:15)

Not present: David Braiterman and Thomas Boulter

David Sundell called the meeting to order at 9:25 AM

Draft minutes of the January 16, 2009 and January 23, 2009 meetings were reviewed  Motion was made by Joni Haley and seconded by Gail Mears to approve the minutes as read. 

Motion passed.

I.  Correspondence

A.  Robert Kelley – The Board reviewed various correspondence Mr. Kelley, Chair of the Board of Licensing for Alcohol & Other Drug Use Professionals, sent to the ED & A committee opposing HB 410.  Motion was made by Joni Haley and seconded by Sheila Renaud-Finnegan to thank Mr. Kelley for the information and inform him that the Board of Mental Health Practice also opposes the bill and will be also be writing a position statement opposing this bill.  Motion passed.

B.  Vicki Anderson, Psy.D. – The Board reviewed a request from Dr. Anderson to allow her to use CEU’s taken the last week of June 2009 towards her 2011 renewal period since she has already completed CEU’s for her 2009 renewal period.  Motion was made by Sheila Renaud-Finnegan and seconded by Gail Mears to allow Dr. Anderson to do this since the CEU’s she wishes to take are being taken within the last two weeks of June 2009.  Motion passed.

II.  Position Statement

A.  The Board read a Position Statement opposing HB 410 which was sent to the Board by George Samuels on behalf of the five guilds.  Motion was made by Karen Jennings and seconded by Sheila Renaud-Finnegan to endorse the position statement of the guilds.  Motion passed.

B.  Motion was made by Sheila Renaud-Finnegan and seconded by Joni Haley that the Board write a Position Statement opposing HB 410.  The statement will be presented at the March 5, 2009 hearing and sent to all ED & A committee members.  Motion passed.

III.  Travel Requests

A.  Sheila Renaud-Finnegan requested to attend the ASWB Spring Education meeting in Quebec City from April 23-26, 2009.  Motion was made by Gail Mears and seconded by Joni Haley to have Ms. Lynch request a travel waiver from Governor and Council to allow the Board to expend the funds for this trip which are available in Class 070 of the Board’s budget.  Motion passed.

B.  Karen Jennings requested Peggy Lynch attend ASPPB’s mid-year meeting in Boston, Massachusetts from April 23-26, 2009 since she cannot attend.  Motion was made by Joni Haley and seconded by Sheila Renaud-Finnegan to have Ms. Lynch request a travel waiver from Governor and Council to allow the board to expend the funds for this trip which are available in Class 070 of the Board’s budget.  Motion passed.

IV.  Recognition of Board members

The Board recognizes the following Board members:

A.  Joni Haley, MS – Ms. Haley was elected as a member at large of the Association of Marriage and Family Regulatory Boards (AMFTRB).

B.  Gail Mears, Psy.D.- Dr. Mears was appointed as the American Mental Health Counselor Association (AMHCA) representative to the American Association of State Counseling Boards (AASCB).

C.  David Sundell, D.Min. – Dr. Sundell is a member of the Judicial Ethics Panel of the American Association of Pastoral Counselors (AAPC).

Upon the motion of Joni Haley and seconded by Kay Sternenberg, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing application, investigations of alleged misconduct of licensees, in accordance with RSA 91-A:3, II (c), RSA 91-A:3, II (e), RSA 91-A:5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board’s executive and deliberative privileges.  Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of Joni Haley and the second of Kay Sternenberg, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant to RSA 91-A:3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a Board member and to render the proposed action ineffective.  Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

C.  Approved psychologists:  Jason Fogler, Tonya Warren, Karen Zimmerman

D.  Approved marriage & family therapists – Jama Colegrove

E.  Approved pastoral psychotherapists – no applicants this month

II.   APPROVED CANDIDATE FOR LICENSURE: SUPERVISORY AGREEMENTS

A.  Mental Health Counselors:  Kristen Couture, Lori Lonsdale, Adele Michealides, Brittney Lazar

B.  Social Workers:  Meredith Delmage, Christine Howard, Charlotte Bell, Lisa Winn, Sarah Gagnon

C.  Marriage & Family Therapists:  Caitlin Trainor

D.  Psychologists:  no applicants this month

E.  Pastoral Psychotherapists – no applicants this month

III.  DISCIPLINARY MATTERS

A.  Connarton, Martin, LICSW–  The Board approved a Settlement Agreement suspending Mr. Connarton’s licensed to practice social work. 

 IV.  NOTICE OF HEARING

A.  The Board issued a Notice of Hearing on the application of Alicia Seggelin, MA.  A hearing is scheduled for Friday, March 27, 2009 at 9:30 am.
