BOARD MEETING MINUTES - February 20, 2004

 

Present:
Judith Coleman, Ron Dieter, Karen Jennings, Mary Ellen Nicholls, Mike Mortimer and Larry Hansen

Not Present:--

Judith Coleman, Chairperson, called the meeting to order at 9:00 AM

Minutes of the January 16, 2004 meeting were read Motion was made by Mary Ellen Nicholls and seconded by Ron Dieter to approve the minutes as read.

Motion passed.

I. Performance Audit

A. A. Members of the Office of Legislative Budget Assistant Audit Division were introduced to the Board and explained the audit process. Members present were: Stephen Fox, Ph.D., Audit Supervisor; Jay Henry, CIA,CGFM, Blake Cullimore, MPA, and Vilay DiCicco.

II. Correspondence

A. Kathleen O'Brien - Ms. O'Brien asked for clarification specific to her using the term "school psychologist" in private practice. Motion was made by Ron Dieter and seconded by Larry Hansen to send a letter to Ms. O'Brien informing her of RSA 330-A:23, RSA 330-A:2 VI and that the term is context specific and is intended for employment in schools only.

Motion passed.

B. National Register - letter from Judy Hall asking the Board to revise Mhp 301.06 to include the National Register. Motion was made by Karen Jennings and seconded by Ron Dieter to not add the National Register to Mhp 302.06 9c.

Motion passed.

III. Rules

A. Motion was made by Ron Dieter and seconded by Larry Hansen to adopt Mhp 302.18, Mhp 302.19 and Mhp 502.02.

Bill of Rights will be posed on website

Bill of Rights will be printed on bond paper with the state seal, mailed to all licensees for posting.

IV. Oral Exam

A. Motion was made by Karen Jennings and seconded by Ron Dieter to amend question 5 and drop question 4 of the oral exam questions for psychology applicants.

Motion passed.

B. Confirmation of phone vote: On 1/23/04 Motion was made by Karen Jennings to waive Mhp 302.07 (a) to allow the oral exam to be administered by the Board member psychologist and one other psychologist due to a last minute cancellation of the third psychologist.

Motion was seconded by Mary Ellen Nicholls.

Motion passed via telephone and was confirmed today.

V. Psychology Advisory Committee

A. Motion was made by Karen Jennings and seconded by Mary Ellen Nicholls to accept the nomination, from NHPA, of Judith Rowan, Ph.D. as a member of the psychology advisory committee.

Motion passed.

VI. Out of State Travel Request

A. Motion was made by Larry Hansen and seconded by Karen Jennings to expend funds from the out-of-state travel money to send Ron Dieter to the American Association of Pastoral Counselors meeting in San Francisco in April 2004.

VII. Retreat

A. Bids for the Retreat were reviewed: Eagle Mountain House -$2900, Bretton Arms - $4500 and Sheraton at Portsmouth - $5400. Motion was made by Ron Dieter and seconded by Larry Hansen to go to Eagle Mountain House.

Upon the motion of Ron Dieter and the second of Larry Hansen, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of Ron Dieter and the second of Larry Hansen, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

1. Approved mental health counselors: Paula White, Kathy Youkstetter, Jill Lack

2. Approved clinical social workers: Jayne Ludwig, John Richards, Sarah Titus-Smith, Christine O'Connor (reinstated)

3. Approved psychologists: psychologists only approved in January, April, July and October.

4. Approved marriage & family therapists - no applicants this month

5. Approved pastoral psychotherapists - no applicants this month

II. Candidate for Licensure: Supervisory Agreements Approved

1. Mental Health Counselors: Stephanie Gould

2. Social Workers: Nicole Duclos, Terrie Jordan

3. Marriage and Family Therapists: no agreements this month

4. Psychologists: Julie Lisabeth Pike

5. Pastoral Psychotherapists: no agreements this month

III. Disciplinary Action

No disciplinary actions this month
