BOARD MEETING MINUTES - January 16, 2004

 

Present:
Judith Coleman, Ron Dieter, Karen Jennings, Mary Ellen Nicholls and Larry Hansen

Not Present:
Mike Mortimer

Judith Coleman, Chairperson, called the meeting to order at 9:00 AM

Minutes of the December 19, 2003 meeting were read Motion was made by Ron Dieter and seconded by Karen Jennings to approve the minutes as read.

Motion passed.

I. Correspondence

A. ASWB - New Board Member training announcement - The Board will keep this information on file and give it to the next new Board member.

B. National Register - letter from Judy Hall asking the Board to revise Mhp 301.06 to include the National Register. Motion was made by Karen Jennings and seconded by Ron Dieter to discuss this matter in February.

Motion passed.

C. James Townsend - request for pro-bono referral - Motion was made by Ron Dieter and seconded by Karen Jennings to send a letter to Mr. Townsend suggesting he contact Manchester School System, Manchester Mental Health and NHPA.

Motion passed.

D. Bruce Altman - Motion made by Mary Ellen Nicholls and seconded by Ron Dieter to send a letter to Dr. Altman informing him the board cannot make a predetermination on his decision to hire someone or not and the Board based their decision on of RSA 330:A:2 VI and RSA 330-A 23. Board voted to send letter to legal counsel.

Motion passed.

E. Motion was made by Ron Dieter and seconded by Larry Hansen to send a letter to the Governor's office confirming the phone call made by Ms. Lynch requesting a public member to the Board.

Motion passed.

F. Newsletter from Vermont - the Board reviewed a copy of a newsletter the Vermont Board of Psychology sends to their licensees yearly and will review it further in March.

II. Website

A. Joint Custody Memo - Motion was made by Ron Dieter and seconded by Karen Jennings to post the Joint Custody Memo to licensees on the Board's website.

Motion passed.

Upon the motion of Larry Hansen and the second of Mary Ellen Nicholls, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, in accordance with RSA 91-A: 3, II(c), RSA 91-A: 3, II (e), RSA 91-A: 5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), and the Board's executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of Larry Hansen and the second of Mary Ellen Nicholls, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, from public disclosure pursuant t RSA 91-A: 3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

I. Applications Approved for Licensure

1. Approved mental health counselors: Julia Klaristenfeld, June Strickland and Kim Thurlow.

2. Approved clinical social workers: Colleen Hickey, Kathleen King, Brian Miller and Jude Currier

3. Approved psychologists: psychologists taking orals on January 23, 2004 will be approved if they pass the exam.

4. Approved marriage & family therapists - no applicants this month

5. Approved pastoral psychotherapists - no applicants this month

II. Candidate for Licensure: Supervisory Agreements Approved

1. Mental Health Counselors: Jessica Capuano, Catherine Gray, and Terry McDonnell

2. Social Workers: Rosemary Harbeson, Linda Collins

3. Marriage and Family Therapists: no agreements this month

4. Psychologists: no agreements this month

5. Pastoral Psychotherapists: no agreements this month

III. Disciplinary Action

No disciplinary actions this month

Meeting adjourned at 2:30 PM
