BOARD MEETING MINUTES – April 26, 2013

Present: Alan Goodman, Ph.D., LCMHC, Shawn Hassell, MS, LMFT, David Sundell, D.Min., LPP, Kim Spencer, MSW, LICSW,Kathleen Skinner Shulman, Ed.D., Public Member and Arlene Brewster, Ph.D., substitute psychology member as allowed by RSA 330-A:9 II.

Not present: Deborah Warner, Ph.D., LP, Jane Power Kilcoyne, Ed.D., Public Member and Honorable Joseph P. Nadeau, Public Member

Board meeting was called to order at 9:06 AM.

Upon the motion of David Sundell and seconded by Alan Goodman, the Board, by roll call vote, resolved to conduct a non-public session for the purpose of discussing applications, investigations of alleged misconduct of licensees, final disciplinary action and other adjudicatory decisions, in accordance with RSA 91-A:3, II (c), RSA 91-A:3, II (e), RSA 91-A:5, IV, Lodge v. Knowlton, 118 N.H. 574 (1978), RSA 330-A:29, V, and the Board’s executive and deliberative privileges. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

Upon the motion of David Sundell and the second of Alan Goodman, the Board by roll call vote, resolved to withhold the minutes of the preceding non-public session, with the exception of approved applications, responses to motions and disciplinary actions until they are served, and CEU’s for Professional Conduct Investigators from public disclosure pursuant to RSA 91-A:3, III on the grounds that public disclosure would be likely to affect adversely the reputation of a person other than a Board member and to render the proposed action ineffective. Each member recorded his or her vote on the motion, which passed by the unanimous vote of all members present.

A. Approved mental health counselors: Michelle Wright, Stephanie Vazzano, Tristram Dashti-Gibson, Stephanie Huckins, Sheena Bice, Sarah Kelley, Elizabeth Bristow, Kirby Foote, Jyotsana Sharma and Katya Rossolimos-Katogeropous

B. Approved clinical social workers: Nancy Egner Denu, Melissa Johnson, Renee Parent, Jessica Meskell, David Prescott, Amy Gray, Kristen Majchrzak and Suzanne Dakoulas

C. Approved psychologists: Lisa Colby and Thomas Horan

D. Approved marriage & family therapists: no applicants reviewed for licensure this month

E. Approved pastoral psychotherapists: no applicants reviewed for licensure this month

II. APPROVED CANDIDATE FOR LICENSURE: SUPERVISORY AGREEMENTS

A. Mental Health Counselors: Melissa Young, Brian Harvey, Jennifer Hagan, Susan Lunt, John Korbey, Lindsay Roy, Joseph Brown, Linda MacDow, Rebecca Coronity and Linda Colton.

B. Social Workers: Roxanna Usticke, Colleen Zarrella, Erin Klasen, Cory Curran, Chelsea Lemke, Jennie Phillips, Angela DeFabrizio, Sarah Groff, Erica Jaquish, Meredith Senter and Julie Ebel.

C. Marriage & Family Therapists: no agreements for review this month

D. Psychologists: Kim Bolling (2 agreements)

E. Pastoral Psychotherapists: no agreements for review this month

III. SUPERVISOR OF THE SUPERVISOR GROUP

A. Kim Spencer, LICSW, Board Secretary and Acting Chair, appointed Shawn Hassell, MS
LMFT as Supervisor of the Supervisors Group effective 4/26/2013 as to allow for a collaborative transition. Deborah Warner, Ph.D., current supervisor of the group, will no longer be on the Board after June 30, 2013.

Public session resumed.

Draft minutes of the March 15, 2013 meeting were reviewed by the Board. Motion was made by David Sundell and seconded byArlene Brewster to approve the minutes as recorded.

I. CORRESPONDENCE

A. Jonathan Sobin, Psy.D. – The Board reviewed a letter from Dr. Sobin asking the Board of Mental Health Practice for a statement, in writing, that it has no objection to him continuing to provide care for a handful of his patients in New Hampshire via teletherapy from Florida. Motion was made by Arlene Brewster and seconded by Shawn Hassell to continue discussion on this matter next month.

B. Ryan Long, MA, LCMHC – The Board reviewed a letter from Mr. Long asking whether or not the second intern at a non-APA approved internship site can be a master’s level school psychologist. Motion was made by Alan Goodman and seconded by David Sundell to seek further clarification from Mr. Long regarding this matter.

C. Elaine deMello, MSW – The Board reviewed a letter from Ms. DeMello asking if the Board approves CEU’s for licensees who facilitate and conduct trainings. Motion was made by David Sundell and seconded by Alan Goodman to refer Ms. deMello to NH Administrative Rule Mhp 402.02 (a)(3).

D. Sherry Owens, Board Administrator, Tennessee Board of Licensed Professional Counselors - The Board reviewed a letter sent by Ms. Owens, on behalf of the Tennessee Board for Licensed Professional Counselors, Licensed Marriage and Family Therapists, and Clinical Pastoral Counselors (Board) asking if the New Hampshire Board of Mental Health Practice would be interested in beginning a conversation about reciprocity of licensure with Tennessee. Motion was made by David Sundell and seconded by Alan Goodman to provide a copy of Board statutes and rules to Tennessee and agree to open conversation.

II. LEGISLATION UPDATE

  • HB 234 – related to occupational and professional board and commissions procedures concerning military service and occupational experience or training. Passed the House/adopted with amendment
