How to apply for a license

New Hampshire is a control state. Controlled jurisdictions are involved in the sales of spirits and wines, the licensing of manufacturing, wholesale and retail businesses and the enforcement of laws related to these areas.

If you are interested in obtaining a license to sell alcoholic beverages in New Hampshire you need to make application to the Liquor Commission's licensing unit. All individuals, officers and/or directors obtaining a license in New Hampshire must be:

  • Over the age of 21
  • United States citizens or registered aliens
  • Free of felony convictions

Manufacturing, Wholesale and Vendor Licenses

Individuals interested in obtaining a manufacturers license, vendor license, Carrier or wholesaler license you may go to Forms, email us at Licensing or call us at 603-271-3521.

Retail Licenses - On and Off Premise

The New Hampshire legislature developed a licensing system that requires an applicant to apply for license type that is defined in statute. For example, a person who wished to apply for a license to sell beer and wine in a grocery store you must meet the requirements of RSA 175:1, XXXVI. A "Grocery or convenience store" means any retail establishment where groceries are regularly and customarily sold for consumption off premises. Such establishment shall have and maintain groceries which are readily available to the public, the wholesale value of which shall not be less than $3,000, exclusive of cigarettes, magazines, newspapers, wine and beverages. Such groceries shall be representative of grocery items commonly found in such stores. NH ST § 175:1 , Definitions.

Direct Shipping Permits

The New Hampshire State Liquor Commission permits spirits, wine and beer to be shipped into New Hampshire so long as the direct shipper has obtained a permit from the Commission. The permit allows out of state companies to ship alcoholic beverages to citizens as well as Liquor Commission licensees.
