Liquor Enforcement Citizen Academy

The New Hampshire Liquor Commission Division of Enforcement is proud to present the Liquor Enforcement Citizen Academy (LECA).

The LECA is an eleven-week program designed to inform and teach interested citizens the various aspects of the New Hampshire Liquor Commission. The program covers the history of the Liquor Commisssion and overview of the Administrative, Marketing and Enforcement Divisions. Detailed instruction on the (Title XIII), licensing, direct shipping, auditing, Investigator selection and training, patrol and investigations, vehicle operations, arrest and control techniques, and more.

People who attend the LECA will gain insight and develop an understanding of the working relationships between the Liquor Commission and communities served.

The goals of the academy are listed below:

  • Encourage increased understanding of the Liquor Commission's operation.

  • Enhance awareness of the Commission's roles, capabilities, and limitations.

  • Bridge the gap between the Commission and the community by building trust, loyalty, and a sense of cooperation.

  • Provide a forum for agency-citizen exchange and dialogue.

    Classes meet at the Division of Enforcement Building every Wednesday evening for eleven consecutive weeks.

    The Academy curriculum is taught by experienced personnel and provides students with an overview of the major units and issues of citizen concern.

    As part of the curriculum, participants will have an opportunity to ride with a patrol investigator for a shift, take a tour of the NH State Prison and attend a hands-on firearms course.
