History of the Controlled Dispersal Program

In March 1993, a Northern Virginia high school student, was driven to her death when an intoxicated friend drove into a tree. Prior to the accident she and her friend attended a keg party at a residence. The parents returned home and closed the party by scattering the youth. In the past, law enforcement responses for handling underage drinking parties were similar. In some cases, officers worsened the situation by using tear-gas or Pepper Spray.



Philosophy of Controlled Dispersal

The basic premise is to dedicate appropriate available resources to contain the party participants and effectively control their release. Enforcement is used as an education tool to properly manage the incident, to involve the parents to discourage future participation.
