4.8.  The clerk shall send to the defendant a copy of the claim by certified mail, return receipt requested. The defendant will be requested to indicate in writing within 30 days his desire to be heard. If he fails to respond, judgment will be entered in favor of the plaintiff, who will be notified by the Court. If the copy of the claim is returned undelivered, the plaintiff will receive further instructions from the clerk concerning personal service.
