NEW HAMPSHIRE BOARD OF LICENSURE
FOR LAND SURVEYORS

JANUARY   -  JUNE 2008 ACTIVITIES

The current five-member board consists of  Kevin McEneaney, LLS, Chair;  Earl Sandford, LLS & PE,
Vice-Chair; John Myhaver, LLS; Gregory Brown, LLS and Richard Bond, CSS, CWS, Public Member.
Joint Board staff for the Land Surveyors Board consists of Louise Lavertu, Executive Director
and Karen Gray, Sr. Accounting Technician.

Complaints

The Board reviewed 5 new complaints against licensees during this reporting period.

  • Three of the complaints reviewed were civil matters, one complaint was a boundary line
    dispute not within the jurisdiction of the Board and one complaint had no basis for investigation.
    After thorough review the complaints were dismissed.
     

  • The Board took disciplinary action against one licensee. More information is available at

Other Items of Interest

The Board has started to review the 300-500 section of the administrative rules. Many sections of the rules must be readopted due to 2009 expiration dates. The process of rules review will continue through the summer.

Board Chair, Kevin McEneaney will represent the Board at the 2008 NCEES Annual Meeting being held in Minneapolis in August. Joint Board Executive Director, Louise Lavertu will also be attending. She  will be presented with the 2008 NCEES Meritorious Service Award at the 2008 NCEES Annual Meeting.

Joint Board staff member Bobbie Carter received the Extraordinary Service Award for her efforts to streamline the license renewal process from Governor John Lynch and Human Resource Director Karen Hutchins at the April 9, 2008 Governor and Executive Council Meeting. For more details visit

Examinations

Commencing with the April 2008 examinations, ELSES, LLS a subsidiary of NCEES has
administered the FLS and PLS examinations for the New Hampshire Board.

Candidates must apply to the NH Board to be qualified to sit for the exam and for subsequent
re-exams. Upon approval of the Board, candidates will be directed to the ELSES web site to
register for ELSES exam administration.

The change to ELSES exam administration was precipitated by heightened liability and security concerns. Although the NH Boards have a 100% success rate with exam security; rapidly advancing changes in technology present the Board with increasing concerns regarding exam collusion or examination theft. Feedback regarding ELSES from candidates for the April exam was positive. Board staff will continue to administer the New Hampshire Legal Aspects examination

Examination deadlines will be strictly adhered to due to the change to ELSES exam
administration.


 Signing up for the exam is a two step process.
Candidates approved by the Board must also register on-line
with ELSES to sit for the exam. Instructions will be sent with the
candidate's approval letter

August 1st for the October ls exams
