  • The new bulletin does not specify when the supplemental reports are due. When are the supplemental reports due?
    The prior bulletin specified that for the first year that carriers had to file a supplemental report, the report was due on or before May 1st. Subsequent reports are due April 1st. Since the supplemental reporting requirement is now beyond the first year, all carriers should consider April 1st as their filing deadline.

  • TPA’s are allowed to file a null report if they have fewer than 200 lives. In arriving at our figure, do we count just those individuals residing in New Hampshire or a total of all lives the TPA administers, in all 50 states?
    The Department expects TPAs to file a supplemental report, complete with data records, if the TPA administers 200 or more lives that are affiliated with New Hampshire employers’ health benefit plans.
    For example, assume a TPA administers only one health benefit plan. This plan is for a New Hampshire employer and there are 250 lives associated with this employer’s plan, 100 of which are Massachusetts residents and 150 of which are New Hampshire residents. In this example, all of the lives are associated with a New Hampshire employer’s health benefit plan. The TPA would need to file a supplemental report, complete with data records.
    In another example, assume a TPA administers only one health benefit plan. This plan is for a Massachusetts employer and there are 500 lives associated with this employer’s plan, 250 of which are New Hampshire residents. In this example, none of these lives are associated with a New Hampshire employer’s health benefit plan. The TPA would only need to send a null report.

  • I represent an Exempt Third Party Administrator. We were not issued a New Hampshire license. What should I use for the company code?
    Exempt Third Party Administrators need not file a supplemental report. An exempt Third Party Administrator is exempt from annual reporting requirements.

  • On what should geographic location be reported, the current residence location or the location at the time of issue?
    Policy geographic location should be based on where the policy was issued. The certificate holder location should be based on the certificate holder’s residence.

  • How should carriers tabulate information for certificate holders that are known not to reside in New Hampshire but are associated with a policy issued in New Hampshire?
    Carriers may use a county code of ‘Y’ to identify non-New Hampshire locations. Or, since the bulletin did not specify that information be tabulated for these types of certificates, the carrier may omit the same from their tabulation.

  • How should carriers tabulate information for certificated holders that are known to reside in New Hampshire but are associated with policies issued outside of NH?
    The Department does not expect carriers to tabulate information for these types of certificates.
 
  • How should carriers tabulate information for certificate holders that are known to reside in NH, but for which there is no county code for the certificate holder’s zip code?
    Carriers should use a county code of ‘Z’ to identify known New Hampshire locations when the carrier could not otherwise identify a county code based on the recorded zip code.

  • How should carriers tabulate information for certificate holders when the carrier has no information that it can use to identify the certificate holders’ geographic location?
    Carriers should not submit information where the geographic location can not be identified. Carriers, finding themselves in this situation, should contact the Department, David.Sky@ins.nh.gov, to review their particular circumstance.

  • How should a null report be submitted?
    All supplemental reports should be sent via electronic mail to requests@ins.nh.gov. Carriers shall use the following as the subject line, "Attn. Statistician, Insurance Department Supplemental Report".
