1995 U.S. DOT 1995 U.S. DOT "Vince and Larry", the national seat belt dummies, were developed by the National
Ad Council and copyrighted by the U.S. Department of Transportation. Their sole purpose is to
encourage and educate the public about safety belts and occupant restraints. The Highway Safety
Agency will loan the "Vince and Larry" costumes to individuals or groups for educational
presentations focusing on seat belt use in New Hampshire. The costumes (jumpsuits) are sized to
best fit an individual of average build not over 5"6" in height.
