BASIC PURPOSE:  To audit and verify information submitted regarding accounts of diesel, liquid petroleum gas and other fuel users in order to verify the tax paid to the state of New Hampshire.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·           Contacts fuel users relative to tax payments and audits logs, manifests, invoices, and related records to prove the accuracy of submitted reports.

·           Audits mileage and gallonage used to assure data accurately reflects claims.

·           Maintains records of licensees reporting practices to ensure timely reporting.

·           Prepares audit work papers to support recommended acceptance or adjustments to taxes paid the state by fuel users.

·           Advises licensees of inaccuracies and technical errors detected during a desk audit of reports to ensure corrections are made on future reports.

·           Recommends the audit of certain accounts, based on past reports and audit results, to prevent revenue loss.

·           Instructs users of diesel fuel and carriers eligible for tax credits as to proper reporting and application procedures.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires partial supervision of other employees doing work which is related or similar to the supervisor, including assigning job duties, providing training, giving instructions and checking work.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires summarizing data, preparing reports, and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires a range of choice in applying a number of technical or administrative policies under general direction and making routine decisions or in recommending modifications in work procedures for approval by supervisor.

 

 

 

 

 

MINIMUM QUALIFICATIONS:

 

Education:  Associate's degree or its equivalent from a recognized college or technical institute with major study in accounting or business management.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Three years' experience in auditing, accounting, or related work.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  Valid New Hampshire driver's license.

 

 

RECOMMENDED WORK TRAITS:  Considerable knowledge of accounting and auditing principles, methods and their application to auditing procedures.  Ability to review and interpret complex financial data and develop worksheets.  Ability to determine violations and to detect and explain significant irregularities in books of account.  Ability to establish and maintain effective working relationships with fuel users and carriers; with supervisory, other employees and the employees of businesses who are being audited, and to deal with controversial matters in a tactful manner.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
