BASIC PURPOSE: To assist Right-Of-Way
agents in negotiations for property acquisitions and to research information to
be used in Right-Of-Way negotiations and relocations.
CHARACTERISTIC
DUTIES AND RESPONSIBILITIES:
· Reviews and prepares
plans to be used by the agents in negotiating with owners for property acquisitions
and relocations.

Conducts field inspections
of affected properties to identify and address relocation issues.
· Obtains data from real
estate brokers, contractors, attorneys, bankers financial institutions, and
displacees concerning replacement property and associated financing.
·
Prepares less complicated
conceptual studies to be used in environmental documents.
· Establishes eligibility
for replacement housing payments, rent subsides, fixed business payments,
actual moving and re-establishment payments, increased interest payments,
and incidental payments and benefits as allowed by applicable laws and regulations.
·
Provides interpretation
and guidance to displacees, real estate brokers, contractors, attorneys, financial
institutions, local officials, and other agencies regarding relocation assistance.
·
Inspects replacement
properties to determine their suitability for meeting standards of decent,
safe, and sanitary conditions in accordance with the Federal Uniform Relocation
Act.
· Assists agents in the
preparation of deeds, and other legal instruments necessary to acquire title
to real estate.
·
Helps arrange and subsequently
attends public hearings for recording testimony.
·
Prepares record plans
for permanent Right-Of-Way records.
· Researches and provides
Right-Of-Way information to the general public and others regarding real estate
sales, land surveys or to provide evidence for litigation.

FACTORS:
Skill: Requires minimal

scientific understanding to analyze problems of a specialized or professional
nature in a particular field.
Impact: Requires responsibility
for contributing to immediate, ongoing agency objectives by facilitating the
direct provision of services to the public or other state agencies. Errors at this level result in inaccurate
reports or invalid test results and require a significant investment of time
and resources to detect.
Supervision: Requires partial
supervision of other employees doing work which is related or similar to the
supervisor, including assigning job duties, providing training, giving
instructions and checking work.

Working
Conditions: Requires performing regular job functions in
an environment which includes exposure to continuous physical elements or a
number of disagreeable working conditions with frequent exposure to minor
injuries or health hazards.
Physical
Demands: Requires medium work, including continuous
strenuous activities such as frequent reaching, bending, or lifting as well as
performing work activities which require fine manual dexterity or coordination
in operating machines or equipment.
Communication: Requires explaining
facts, interpreting situations, or advising individuals of alternative or
appropriate courses of action. This
level also requires interviewing or eliciting information from state employees
or members of the general public.
Complexity: Requires
coordinating a combination of diverse job functions in order to integrate
professional and technical agency goals.
This level also requires considerable judgment to implement a sequence
of operations or actions.
Independent
Action: Requires objective assessment in analyzing
and developing new work methods and procedures subject to periodic review and
in making decisions according to established technical, professional or
administrative standards.
MINIMUM
QUALIFICATIONS:
Education: Bachelor's degree
from a recognized college or university.
Experience: No experience
required. Each year of approved work
experience in real estate, land acquisition business, negotiation or rural and
urban property relocation or at the level of Engineering Technician IV may be
substituted for one year of formal education.
License/Certification: Valid New Hampshire
driver's license. By end of
probationary period Notary Public or Justice of the Peace.
RECOMMENDED
WORK TRAITS: Thorough knowledge of real estate title and
evaluation work. Knowledge of
relocation principles and practices in providing assistance to displaced
persons or businesses. Knowledge of
home construction and plumbing and heating installation and repair as needed to
accomplish relocation assignments.
Working knowledge of highway construction practices. Knowledge of ability to perform land and
property appraisal. Ability to
understand legal descriptions. Ability
to read blueprints and plans. Ability
to meet and communicate with the public and skill in negotiating
tactfully. Ability to keep records and
to prepare reports on activities.
Ability to organize and prioritize multiple assignments concurrently to
complete work within established deadlines.
Ability to establish and maintain harmonious working relationships with
other employees and the public. Must be
willing to maintain appearance appropriate to assigned duties and
responsibilities as determined by the agency appointing authority.
