BASIC PURPOSE: To research and compile data to establish
and update real property inventory.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Researches and
reconciles records at the registry of deeds, and at the probate, superior or
district court to determine and document legal real estate ownership.
·
Illustrates deed
descriptions with detailed drawings to determine boundaries for land ownership.
·
Verifies owners of
record at the time of condemnation filing to assure legal ownership is correct
on document.
·
Compiles a list of real
estate owners for use in Right-of-Way projects.
·
Contacts city and
town officials to obtain tax information and maps for Right-of-Way projects.
·
Inputs real estate
data to compile computerized real property inventory.
·
Certifies that all
owners have been notified of public hearing on Right-of-Way projects to provide
a permanent legal record.

Working Conditions: Requires performing regular job functions in
a controlled environment with minimal exposure to disagreeable job elements and

Physical Demands: Requires light work, including continuous
walking or operating simple equipment for extended periods of time as well as
occasional strenuous activities such as reaching or bending.

Communication: Requires summarizing data, preparing reports
and making recommendations based on findings which contribute to solving
problems and achieving work objectives.
This level also requires presenting information for use by
administrative-level managers in making decisions.
Complexity: Requires evaluating a combination of
wide-ranging job functions to determine work procedures, to solve problems, and
to reach conclusions by applying analytical, technical, or scientific thinking. This level also requires planning policies
and long-term strategies, drawing conclusions based on available criteria, and
evaluating the effectiveness of program objectives.
Independent Action: Requires a range of choice in applying a
number of technical or administrative policies under general direction and in
making routine decisions or in recommending modifications in work procedures
for approval by supervisor.
MINIMUM QUALIFICATIONS:
Education: Associate's degree from a recognized college
or technical school with a major in engineering, real estate, business or
commercial law. Each additional year of
approved formal education may be substituted for one year of required work
experience.
Experience: Five years' experience in title abstracting
or probate court work. Each additional
year of approved work experience may be substituted for one year of required
formal education.
License/Certification: Valid New Hampshire drivers' license.
RECOMMENDED WORK TRAITS: Considerable knowledge of the legal
instruments affecting the transfer, sale and lease of real property. Knowledge of state laws and regulations
pertaining to real estate, conveyances, easements and eminent domain. Ability to read and interpret maps and
aerial photos. Ability to communicate
effectively orally and in writing.
Ability to abstract from detailed records sufficient pertinent information
to make determinations on titles and present them in logical form. Ability to establish and maintain effective
working relationships with associates, property owners and the public. Must be willing to maintain appearance
appropriate to assigned duties and responsibilities as determined by the agency
appointing authority.
