BASIC PURPOSE: To analyze and interpret statistical
and financial data for use in the preparation of programs, budgets, and special
research projects.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Develops and
implements research techniques to prepare information on the cost effectiveness
of various agency programs.
·
Summarizes data for
use in agency budgeting and funding activities.
·
Analyzes cost model
management or other systems for integration with agency-wide accounting
methods.
·
Plans research
design, analyzes statistical data, evaluates results and publishes findings.
·
Plans, develops and
reviews studies and agency budget projection reports.
·
Uses special office
equipment in preparing graphs and charts for plan development.

DISTINGUISHING FACTORS:
Skill: Requires skill in developing formats
and procedures for special applications OR in investigating and reviewing the
use of equipment and data for a specialized function.
Knowledge: Requires logical or scientific
understanding to analyze problems of a specialized or professional nature in a
particular field.
Impact: Requires responsibility for achieving
direct service objectives by assessing agency service needs and making
preliminary recommendations for the development of alternative short-term
program policies or procedures.
Errors at this level result in incomplete assessments or misleading
recommendations causing a disruption of agency programs or policies.
Supervision: Requires direct supervision of other
employees doing related or similar work, including scheduling work,
recommending leave, reviewing work for accuracy, performance appraisal, or
interviewing applicants for position vacancies.
Working Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires reviewing summaries and
reports and making management level decisions to solve problems or to achieve
work objectives as well as articulating and expressing those solutions and
goals. This level also requires
formal presentations of solutions and goals to employees and the general public
to increase the responsiveness of the agency toward the demands of its client
system.
Complexity: Requires evaluating a combination of
wide-ranging job functions to determine work procedures, to solve problems, and
to reach conclusions by applying analytical, technical, or scientific thinking. This level also requires planning
policies and long-term strategies, drawing conclusions based on available
criteria, and evaluating the effectiveness of program objectives.
Independent Action: Requires objective assessment in
analyzing and developing new work methods and procedures subject to periodic
review and in making decisions according to established technical, professional
or administrative standards.
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized
college or university with major study in economics, statistics, accounting,
business or public administration, or a bachelor's degree with demonstrated
application of quantitative and/or statistical research techniques demonstrated
by a minimum of five courses in economics, quantitative techniques, and/or
statistics. Each additional year
of approved formal education may be substituted for one year of required work
experience.
Experience: Three years' experience in the field of
economic, statistical, or financial research, business administration, budget
analysis, fiscal management, or analytical and statistical techniques.
License/Certification: None required.
SPECIAL REQUIREMENTS:
For appointment
consideration, Research Analyst applicants must successfully participate in a
structured interview measuring possession of knowledges, skills and abilities
identified as necessary for satisfactory job performance by this class
specification. The structured
interview is developed and administered, according to Division of Personnel
guidelines, by representatives of the state agency in which the vacancy exists.
RECOMMENDED WORK TRAITS: Knowledge of the principles and
practices of financial administration and budgeting procedures. Knowledge of the methods and techniques
of assessing effectiveness of programs utilizing statistical data. Knowledge of management principles and
practices including organizational structure, analysis techniques, staffing
patterns and administrative control techniques. Ability to plan and supervise the work of others. Ability to translate economic and
statistical data into clear written form.
Ability to communicate effectively. Ability to establish and maintain effective working
relationships with personnel in other state and federal agencies. Must be willing to maintain appearance
appropriate to assigned duties and responsibilities as determined by the agency
appointing authority.
