BASIC PURPOSE: To perform specialized duties in the
establishment and collection of reimbursement for children’s cases who
have or are receiving community based services or placement services through
the Division for Children, Youth and Families (DCYF) or the Division for Juvenile
Justice Services (DJJS) and who have incurred liability for such expenses.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Contacts
responsible parent(s) whenever DCYF has a petition of abuse or neglect or DJJS
has adjudication of a child in need of services (CHINS) to implement a variety
of techniques used to establish a reimbursement agreement.
·
Interviews
parent(s), reviews financial statement, arrives at a recommended amount of
reimbursement to be paid, enters into a written agreement or motions for a
court order between the Department of Health and Human Services (DHHS) and the
responsible parent(s) regarding the amount, duration, and frequency of payments
to be made.
·
Negotiates
with parents and Financial Agents to establish and obtain payment of
reimbursement and negotiates settlement and payment of arrearages.
·
Monitors
accounts for timely payments and establishes new payment obligation, duration
and frequency if necessary.
·
Conducts
activities to locate responsible parents including using state and federal sources.
·
Ensures
collection of private medical information for all children and families
receiving services from DCYF or DJJS, and shares private insurance information
with Fiscal Specialists, Foster Care Health Nurses and other entities as need
to ensure private funds are utilized prior to state or federal funds.

DISTINGUISHING FACTORS:
Skill: Requires skill in applying instructions to
accomplish different job functions OR in operating machines for a variety of
different purposes.
Knowledge: Requires logical or scientific understanding
to analyze problems of a specialized or professional nature in a particular
field.
Impact: Requires responsibility for achieving direct
service objectives by assessing agency service needs and making preliminary
recommendations for the development of alternative short-term program policies
or procedures. Errors at this level
result in incomplete assessments or misleading recommendations causing a
disruption of agency programs or policies.
Supervision: Requires partial supervision of other
employees doing work which is related or similar to the supervisor, including
assigning job duties, providing training, giving instructions and checking
work.
Working Conditions: Requires performing regular job functions in
an adverse working environment containing a combination of disagreeable
elements which impact significantly upon the employee's capacity for completing
work assignments. This level includes
work-related accidents or assault.
Physical Demands: Requires light work, including continuous
walking or operating simple equipment for extended periods of time as well as
occasional strenuous activities such as reaching or bending.
Communication: Requires explaining facts, interpreting
situations, or advising individuals of alternative or appropriate courses of
action. This level also requires
interviewing or eliciting information from state employees or members of the
general public.
Complexity: Requires a combination of job functions to
establish facts, to draw daily operational conclusions, or to solve practical
problems. This level also requires
providing a variety of alternative solutions where only limited standardization
exists.
Independent Action: Requires objective assessment in analyzing
and developing new work methods and procedures subject to periodic review and
in making decisions according to established technical, professional or
administrative standards.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from a recognized
college or university with a major study in business administration,
accounting, banking, finance or social/human services. Each additional year of approved formal
education may be substituted for one year of required work experience.
Experience: Two years’ experience in support
enforcement, collections, financial assessment, investigations, law
enforcement, direct service delivery, paralegal work, social work, or fiscal
specialist work. Each additional year of
approved work experience may be substituted for one year of required formal
education.
License/Certification: Possession of a valid driver’s license
and/or have access to transportation for statewide travel on a daily basis.
RECOMMENDED WORK TRAITS: Knowledge of laws, rules and regulations
pertaining to child support imbursement or reimbursement. Knowledge of the methods of
investigating. Knowledge of report
writing. Knowledge of family budget
preparation. Ability to testify in
court. Ability to prepare reports from a
variety of agencies. Ability to communicate
effectively. Ability to establish and
maintain effective working relationships with financial agents, attorneys and a
variety of other professional, financial and law enforcement personnel,
departmental employees and the general public.
Must be willing to maintain appearance appropriate to assigned duties
and responsibilities as determined by the agency appointing authority.
