BASIC PURPOSE: Performs skilled work in the
installation, repair and maintenance of a variety of refrigeration and related
heating, ventilating and air conditioning units.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Maintains, repairs
and installs refrigeration units and refrigeration control systems.
·
Maintains, repairs
and installs air conditioning and air handling units, including pneumatic
control systems.
·
Determines
appropriate sizes for refrigeration or air conditioning units for new
installations.
·
Handles and stores
CFC refrigerants according to established procedures and federal standards.
·
Maintains, repairs
and installs heating systems and piping systems, including water, steam, sewer
and gas.
·
Welds, solders and
brazes materials as required.

DISTINGUISHING FACTORS:
Skill: Requires skill in recommending routine
changes in standardized operating procedures OR in retrieving, compiling and
reporting data according to established procedures OR in operating complex
machines.
Knowledge: Requires knowledge of business
practices and procedures or technical training in a craft or trade, including
working from detailed instructions, to apply knowledge in a variety of
practical situations.
Impact: Requires responsibility for
contributing to agency objectives by ensuring the accuracy of support
activities within one or more organizational units. Errors at this level affect the work of others or have
measurable monetary consequences, and require verification and correction in
order to complete succeeding work operations.
Supervision: Requires partial supervision of other
employees doing work which is related or similar to the supervisor, including
assigning job duties, providing training, giving instructions and checking
work.
Working Conditions: Requires performing regular job
functions in an environment which includes exposure to continuous physical
elements or a number of disagreeable working conditions with frequent exposure
to minor injuries or health hazards.
Physical Demands: Requires medium work, including
continuous strenuous activities such as frequent reaching, bending, or lifting
as well as performing work activities which require fine manual dexterity or
coordination in operating machines or equipment.
Communication: Requires explaining facts, interpreting
situations, or advising individuals of alternative or appropriate courses of
action. This level also requires
interviewing or eliciting information from state employees or members of the
general public.
Complexity: Requires a combination of job functions
to establish facts, to draw daily operational conclusions, or to solve
practical problems. This level
also requires providing a variety of alternative solutions where only limited
standardization exists.
Independent Action: Requires making a limited number of
choices in selecting among alternative courses of action under supervisory guidance
and in performing job functions according to a variety of prescribed policies
or procedures.
MINIMUM QUALIFICATIONS:
Education: Associate's degree in HVAC from a
recognized technical school.
Experience: One year's experience as a
Refrigeration or HVAC Mechanic.
Two additional years of experience may be substituted for the
Associate's degree provided the applicant has a refrigeration certificate from
a recognized technical school or holds/has an HVAC license from a state which
requires such a license to work in the field.
License/Certification: Certification as an EPA Technician by
an EPA-approved certifying program.
The type of technician required must be listed on the supplemental job
description and approved by the Division of Personnel prior to recruitment at
the agency level.
RECOMMENDED WORK TRAITS: Extensive knowledge of standard
practices and methods, tools and materials of the trade. Knowledge of HVAC systems and equipment
and of techniques for maintaining that equipment. Knowledge of federal standards for use of CFC
refrigerants. Working knowledge of
hazards and safety precautions of the trade. Skilled in the use of tools and materials of the trade. Ability to make estimates of time and
material. Ability to work from
sketches, blue prints, or specifications and to understand and effectively
carry out oral and written orders.
Ability to maintain a harmonious working relationship with other trade
employees. Must be willing to
maintain appearance appropriate to assigned duties and responsibilities as
determined by the agency appointing authority.
