BASIC PURPOSE:  To inspect and investigate railroad tracks, roadbeds, trestles and other structures and to conduct investigations of complaints or of assigned projects.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Inspects railroad tracks, roadbeds, bridges, trestles and other structures to insure safety of operation.

 

·        Investigates complaints concerning railroad conditions, operations or services.

 

·        Investigates accidents involving any aspect of railroad operations.

 

·        Inspects railroad/highway grade crossings for proper visibilities, road condition, protective and warning devices, railroad related signals and equipment.

 

·        Examines petitions for services, new operations and crossings at grades and bridges, and prepares and presents relevant data along with recommendations at public hearings.

 

·        Inspects all maintenance and construction work performed and completed on railroad property, as assigned.

 

·        Prepares reports of investigations and inspections and makes recommendations for changes to existing laws and regulations.

 

·        Participates in meetings with the general public, with local state, and federal officials, and with railroad officials.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires partial supervision of other employees doing work which is related or similar to the supervisor, including assigning job duties, providing training, giving instructions and checking work.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

 

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

Communication:  Requires summarizing data, preparing reports and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires coordinating a combination of diverse job functions in order to integrate professional and technical agency goals.  This level also requires considerable judgment to implement a sequence of operations or actions.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

MINIMUM QUALIFICATIONS:

 

Education:  Associate's degree from a recognized college or technical institute in mechanical or architectural engineering technology or any related field.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Six years' recent experience in railroad inspection or railroad construction.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  Valid operator's license and Federal Railroad Administration (FRA) Inspector certification.

 

SPECIAL REQUIREMENTS:  Must successfully complete Railroad Administration Inspector certification pursuant to 49 CFR, Section 212, Subsection C before completion of probationary period.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of the railroad transportation industry, including common practices and methods of operation.  Extensive knowledge of federal and state laws and regulations governing the operation of railroads.  Skill in questioning witnesses and attorneys to elicit information.  Skill in gathering a wide variety of information and statistics.  Skill in writing concise reports.  Skill in working with a diverse group of people.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
