BASIC PURPOSE: To administer
the radiation bureau by planning long term policies and strategies and to
oversee radiological/nuclear emergency response for the Department of Health
& Human Services.
CHARACTERISTIC
DUTIES AND RESPONSIBILITIES:

Manages professional
staff in the Radiation Control Bureau including their interactions with other
state agencies, businesses and nation-wide agencies.
·
Evaluates the
development of policies, procedures, objectives and criteria for long-term
agency administration of the Radiation Control Program.
·
Identifies
legislative requirements and testifies on legislative bills for the purpose of
explaining and implementing rules.
·
Formulates and
implements program budgets including authorizing improvements in budget
administration and fiscal operations.
·
Directs special
studies, reviews and assists in the preparation and evaluation of reports for
agency use.
·
Participates in
Radiological Emergency Response activities.

FACTORS:
Skill: Requires skill

Knowledge: Requires
logical or scientific expertise to resolve problems of a specialized or
professional nature in a wide range of applications.
Impact: Requires
overall administrative responsibility for achieving agency objectives by
directing all aspects of operations management. Errors at this level result in disruption of system wide
programs and services as well as long-term adverse impact on agency image and
the future success of organizational operations.
Supervision: Requires
delegating supervisory or program responsibilities to subordinate managers,
with overall accountability for hiring employees or approving program
policies. The supervisor in this
position assumes responsibility for an organizational unit, including
developing long-range plans, analyzing staffing requirements, and formulating
system wide policies and procedures.
Working
Conditions: Requires performing regular job
functions in a controlled environment with minimal exposure to disagreeable job
elements and little risk of hazard to physical or mental health.
Physical
Demands: Requires light work, including
continuous walking or operating simple equipment for extended periods of time
as well as occasional strenuous activities such as reaching or bending.
Communication: Requires
acting as the official representative of the agency, including explaining and
defending current and long-range goals or objectives which directly affect
public policy decisions regarding major state programs and services.
Complexity: Requires
evaluating a combination of wide-ranging job functions to determine work
procedures, to solve problems, and to reach conclusions by applying analytical,
technical, or scientific thinking.
This level also requires planning policies and long-term strategies,
drawing conclusions based on available criteria, and evaluating the
effectiveness of program objectives.
Independent
Action: Requires administrative decision-making
in authorizing and monitoring the implementation of major departmental policies
and procedures.
MINIMUM
QUALIFICATIONS:
Education: Master’s
degree from a recognized college or university with major studies in health
physics, radiation physics, radiological sciences, physical science, chemistry
or biological science including course work in math through basic
calculus.
Experience: Eight
years’ of experience in the field of health physics, having a wide range of
radiation issues including licensing, inspection and radiological emergency
response, five years of which must have been in a management level position
involving administrative or supervisory duties concerned with program
administration, program planning and evaluation, business management or related
management experience.
Education: Bachelor’s
degree from an accredited college or university with major studies in health
physics, radiation physics, radiological sciences, physical science, chemistry
or biological science including course work in math through basic
calculus.
Experience: Nine
years’ of experience in the field of health physics, having a wide range of
radiation issues including licensing, inspection and radiological emergency
response, five years of which must have been in a management level position
involving administrative or supervisory duties concerned with program
administration, program planning and evaluation, business management or related
management experience.
SPECIAL
REQUIREMENTS: Must be eligible to hold a New Hampshire’s driver license
and have access to transportation for use in statewide travel.
RECOMMENDED
WORK TRAITS: Must be willing and able to perform job duties as a
radiation worker as per the New Hampshire Rules for the Control of
Radiation. Eligible, willing, and
able to participate in applicable NRC, EPA, FEMA, FDA, DOE, and other training
courses, workshops, meetings, and seminars, which may require out-of-state travel
for several weeks at a time. Able
to travel overnight for inspections and incident responses within New
Hampshire. Able to lift and carry
survey equipment, which may weigh as much as 45 pounds, over rough terrain and
up ladders and/or temporary stairs I construction situations. Able to work out of doors in all types
of weather conditions to participate in incidents and inspections. Willing and
able to work evenings and weekends and to carry a pager or a
cell phone for 24-hour on call availability. Eligible and willing to obtain security clearance for entry
into classified areas of federal facilities if required (e.g. inspection or
incident response for classified sections of federal facilities). Ability to establish and maintain
effective working relationships with both employees and the general
public. Willing to maintain
appearance appropriate to assigned duties and responsibilities as determined by
the agency appointing authority.
