BASIC PURPOSE:  To perform independent complex, non-repetitive evaluations, reviews and registrations of licensees of radioactive material and radiation generating equipment and to assist with radiation emergency responses when needed.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Performs independent license applications reviews including writing letters to resolve application details and writes licenses.

 

·        Inspects radiation-generating equipment for all categories and inspects facilities for licensure of the radioactive materials.

 

·        Trains subordinate staff in license application review, registration of radiation-generating equipment and inspection procedures. 

 

·        Participates in incident/accident response involving radioactive material or radiation generating equipment.  

 

·        Evaluates complex or unusual radiation problems.

 

·        Reviews documents and conducts assigned research regarding new uses of radioactive material and licensing issues to be used by other bureau staff.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy, and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires direct supervision of other employees doing related or similar work, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of radiation disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

Communication:  Requires reviewing summaries and reports and making decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires administrative decision-making in authorizing and monitoring the implementation of major departmental policies and procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree from an accredited college or university with major studies in health physics, radiation physics, or a radiological, physical, chemistry or biological science including course work in math through basic calculus.  If degree is in a field other than one of the above, then one of the following must have been obtained in addition to the degree. 

 

·         Completion of Navy Nuclear School for Radioactive Materials Career Path. 

 

OR

 

·         AART (American Registry of Radiological Technologists) Certification related to radiation-generating equipment.

 

OR

 

·         CHP (Certified Health Physicist) Certification

 

Experience:  Six years' experience in a Radioactive material or radiation-generating equipment regulatory program.

 

SPECIAL REQUIREMENTS:  Must be at least 18 years old, eligible to hold a New Hampshire’s driver’s license, and have access to transportation for use in statewide travel. 

 

RECOMMENDED WORK TRAITS:  Willing and able to perform job duties characterized as a radiation worker as per the New Hampshire Rules for the Control of Radiation.  Eligible, willing, and able to participate in applicable NRC, EPA, FEMA, FDA, DOE, and other training courses, workshops, meetings, and seminars, which may require out-of state travel for several weeks at a time.  Able to travel overnight for inspections and incident response within New Hampshire.  Able to lift and carry survey equipment, which may weigh as much as 45 pounds, over rough terrain and up ladders and /or temporary stairs in construction situations.  Able to work out of doors in all types of weather conditions to participate in incidents and inspections.  Willing and able to work evenings and weekends and to carry a pager or a cell phone for 24-hour on-call availability.  Eligible and willing to obtain security clearance for entry into classified areas of federal facilities if required (e.g. inspection or incident response for classified sections of federal facilities).  Ability to establish and maintain effective working relationships with both employees and the general public.  Willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
